financial resources available and trip demand. This must be done in such a manner that meets the <br /> standards provided in this document. The OPERATOR must accommodate both ambulatory and <br /> non-ambulatory program participants. <br /> CITY will also maintain "back-up vehicles" that can be dispatched within 20 minutes upon <br /> notification of an accident, breakdown, or other incident that may cause a route to run late. <br /> Additionally, OPERATOR will have back-up drivers available in the event that regularly <br /> scheduled drivers are not available for their routes. <br /> XIII. VEHICLE MAINTENANCE <br /> The CITY is responsible for the operational maintenance, fuel expense, and repair of all of the <br /> vehicles used to provide services under the AGREEMENT.Under no circumstances will vehicles <br /> that are used to provide general public taxi or limousine service be used to provide paratransit <br /> services under the AGREEMENT, unless otherwise authorized in writing by the CITY. <br /> Each vehicle utilized for the delivery of services under the AGREEMENT shall undergo a daily <br /> vehicle pre-trip and post-trip inspection, using standardized inspection protocol. In order for <br /> vehicles to be road ready, they must pass the pre-trip inspection. OPERATOR will record daily <br /> pre and post-trip inspections and keep records during the term of the AGREEMENT. <br /> The CITY agrees to provide sufficient lift-equipped vehicles (both active service and back-up <br /> vehicles) to service the AGREEMENT. All vehicles shall the requirements set forth by the <br /> California Air Resources Board. Vehicles shall have proper tie-down equipment to safely secure <br /> passengers who use wheelchairs as well as working seat belts for ambulatory passengers. <br /> The OPERATOR will inspect, and cycle wheelchair lifts daily and at preventive maintenance <br /> intervals to ensure that lifts are in good working condition at all times. OPERATOR will pull <br /> vehicle from service if lift fails during daily inspection or while in service. CITY will repair non- <br /> operable lifts and ensure that vehicles are not returned to service until the lift is properly <br /> functioning. <br /> The OPERATOR is responsible for the maintenance of all communication systems and all other <br /> equipment required in the operation of this service. Maintenance policies and programs for all <br /> vehicles must be acceptable and reasonable to the CITY. <br /> The OPERATOR will clean service vehicles according to the following intervals: <br /> • Upon discovery:clean debris from seats,seatbelts,passenger restraint devices and attendant <br /> fittings; clean spills; repair damaged seats <br /> • Daily: Sweep interior (and mop, if necessary); dust interior surfaces; empty trash; clean <br /> interior window surfaces; remove gum, grease and graffiti <br /> • Weekly at minimum: Wash exterior and clean interior(including fixtures, windows, seats, <br /> floor, stanchions and grab rails); clean exterior(including windows and tires). <br /> • Monthly: Clean and treat all rubber and vinyl exterior components; detail-clean vehicle <br /> interior (including clean ceiling, sidewalls, windows, ledges, dash, interior light lenses; <br /> clean and treat interior vinyl surfaces; strip old wax from floor and apply coat of new wax) <br />
