the Project Manager, at the CITY's request when there is cause,upon 30-day notice. <br /> Reservation Agents and Dispatchers <br /> The OPERATOR must provide sufficient reservation agents and dispatchers to book trip <br /> reservation requests, and to schedule and dispatch service vehicles. Project staff must be <br /> adequately trained for their tasks; must be sensitive to the special needs of older adults and <br /> persons with disabilities; and must exhibit professionalism, patience and compassion when <br /> working with program participants. <br /> Training Manager <br /> The OPERATOR must designate and provide the services of a Training Manager who will <br /> oversee the Road Supervisors and be responsible for the training of vehicle operators <br /> Vehicle Operators <br /> The OPERATOR must obtain and review the driving record of all vehicle operators prior to their <br /> providing service under the AGREEMENT and take steps to assure that said persons do not pose <br /> a threat to those served under the AGREEMENT or to public safety in general.Vehicle operators <br /> must have a valid California driver's license of the appropriate classification for the vehicle type <br /> to be driven, as well as any other licenses or certifications required by applicable federal, state <br /> or local regulations. The OPERATOR must also comply with the requirements of the Drug Free <br /> Work Place Act of 1988 and U.S. Department of Transportation drug testing regulations to the <br /> extent that they are legally enforceable. <br /> OPERATOR's vehicle operators must provide assistance to passengers when necessary to help <br /> them safely get from their doorway, into and out of the vehicle, and to negotiate stairs, ramps, <br /> inclines, doors and other obstacles that may be in their way as they approach the doorway of <br /> their destination. To ensure rider safety, OPERATOR's drivers are required to get out of their <br /> vehicles and offer assistance to all passengers boarding and disembarking from the vehicle. In <br /> the event that the passenger does not require assistance,the driver will still be required to stand <br /> at the base of the vehicle steps while the passenger boards and disembarks the vehicle. Drivers <br /> will provide assistance to passengers who need help securing their seat belt and will ensure that <br /> wheelchairs and other mobility devices are properly secured on the vehicle. When needed, <br /> drivers will carry up to three bags of groceries or similarly sized packages to or from the vehicle. <br /> Additional special assistance may be required of the driver dependent on a particular rider's <br /> disability. <br /> Driver assistance must be provided in a manner that is respectful of the passenger's dignity and <br /> independence while at the same time ensuring their safety. Driver assistance must be provided <br /> in a manner that does not put other passengers, who are waiting in the vehicle, at risk of being <br /> harmed. Passengers, who are picked up or dropped off at large office buildings or some other <br /> similar situation where the doorway of their destination is not visible and easily accessible to <br /> where the vehicle would park, must make arrangements to meet the driver at a main entrance <br /> (example: at a main lobby entrance)that is more easily accessed by the driver. <br /> Drivers shall not enter a passenger's home (except in an emergency situation, and then only for <br /> the purposes of obtaining help), nor shall drivers lift or carry a passenger. Passengers unable to <br /> walk independently must be able to use the necessary assistive devices independently (driver <br />
