BACKGROUND <br /> In February of 2018, the City of Pleasanton entered into a Professional Services <br /> Agreement with Mark Thomas to complete services relating to the right of way closeout <br /> and transfer process for the I-680/Stoneridge Drive Interchange project. When the <br /> Stoneridge Drive Interchange was constructed in the late 1980s, five parcels associated <br /> with the project were dedicated by deed and on parcel maps for the ramps; however, <br /> those dedications do not appear to have been completed and the Right of Way Record <br /> maps were not updated. Prior to issuance of the encroachment permit for the <br /> Stoneridge at 1-680 Interchange Project, Caltrans is requiring that these incomplete <br /> ROW transfers be resolved. <br /> The scope of services included professional surveying and mapping to assist in <br /> transferring the five parcels in question to Caltrans. <br /> DISCUSSION <br /> The initial contract with Mark Thomas for the ROW transfer work was on a time and <br /> materials basis with a not-to-exceed amount of $85,636. Two prior amendments have <br /> been approved: the first amendment to the project increased the total contract cost to <br /> $101,768 to complete additional survey work on and near the freeway; the second <br /> amendment to the contract extended the term of the agreement. <br /> This third amendment is necessary to prepare and process five (5) Consent to Common <br /> Use Agreements and two (2) Quitclaim Deeds necessary to complete the transfer, <br /> which were not anticipated in the original scope of work. Mark Thomas will use a <br /> Certified Consultant Utility Coordinator to complete the documents to ensure accuracy <br /> and compliance with Caltrans policy. <br /> The cost of the additional work is estimated at $18,344.
