3 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON,. <br /> August 18, 2020 <br /> Community Development <br /> Traffic Engineering Division <br /> TITLE: APPROVE THE THIRD AMENDMENT TO THE AGREEMENT WITH MARK <br /> THOMAS AND COMPANY IN THE AMOUNT OF $18,344 TO COMPLETE <br /> ADDITIONAL AGREEMENTS AND DEEDS TO FINALIZE THE TRANSFER <br /> TO CALTRANS FOR THE I-680/STONERIDGE DRIVE INTERCHANGE <br /> PROJECT, CIP NO. 16506 <br /> SUMMARY <br /> In February 2018, the City entered into a Professional Services Agreement with Mark <br /> Thomas and Company Inc. (Mark Thomas) to complete the Right of Way (ROW) <br /> Transfer to Caltrans for the I-680/Stoneridge Drive Interchange project, CIP No. 16506. <br /> The Stoneridge Drive interchange was constructed in the late 1980's. The final <br /> documentation transferring right of way to Caltrans was never completed. Caltrans has <br /> requested that the ROW transfer be completed prior to their issuance of an <br /> encroachment permit for the forthcoming I-680/Stoneridge Drive northbound on-ramp <br /> project. Mark Thomas has satisfactorily completed the majority of work necessary for <br /> the ROW transfer; however additional funding is needed to prepare and process several <br /> legal documents (five (5) Consent to Common Use Agreements; and two (2) Quitclaim <br /> Deeds) associated with the transfer. <br /> RECOMMENDATION <br /> 1. Approve the Third Amendment to Agreement with Mark Thomas and Company Inc. <br /> to complete the additional agreements and deeds and forward these legal <br /> documents to Caltrans. <br /> 2. Allocate $18,344 from the Traffic Impact Fee Fund to CIP No. 16506. <br /> 3. Authorize the City Manager to execute the Third Amendment to the Agreement. <br /> FINANCIAL STATEMENT <br /> The ROW Transfer project, CIP No. 16506, had a contract maximum of $101,768. This <br /> third amendment will bring the contract maximum to $120,112. The $18,344 for this <br /> amendment will be allocated from the Traffic Impact Fee Fund. <br />
