MATTERS FOR COMMISSION'S REVIEW/ACTION/INFORMATION
6. Reports from Meetings Attended (e.g., Committee, Task Force, etc.)
There were no reports from meetings attended.
7. Future Planning Calendar
Planning and Permit Center Manager Melinda Denis gave a brief overview of future items for
the Commission's review. She noted the upcoming meeting date for June 10, 2020 would be
cancelled due to lack of agenda items.
MATTERS INITIATED BY COMMISSION MEMBERS
Commissioner Allen inquired when staff might have information or an update regarding
Regional Housing Needs Allocation (RHNA) numbers. Ms. Clark explained the delay and
extensions on the date for different reasons, including the current situation under the
COVID-19 pandemic. However, she would like to provide an update, including the regional
numbers, once she had the information to share.
Commissioner O'Connor mentioned he was unable to hear the audio from the meeting upon
his recusal.
Commissioner Pace inquired about the East Pleasanton Specific Plan and whether staff had a
timeline of when the item might come before the Planning Commission. Ms. Clark stated she
did not currently have a timeline due to the disruption in business caused by the current
situation under the Alameda County Public Health Department's shelter-in-place order.
Chair Ritter inquired whether staff had any updates regarding when Main Street might be open
and also a status of the Chick-Fil-A and Meadowlark Dairy drive-thru queuing lines. Ms. Clark
mentioned the part time closure of Main Street was being actively pursued; due to the situation
under the County's current shelter-in-place order and recommendations received from
Pleasanton Downtown Association (PDA), staff was currently working through a plan for
restaurants to be able to offer outdoor dining, which would also include implementation relative
to traffic and street closures. Chair Ritter inquired if the plan would require City Council
approval. Ms. Clark responded the potential closure of Main Street might not necessarily
require City Council approval and was likely a determination that could be made by the City
Manager. Regarding traffic conditions and the drive-thru queuing line at Chick-Fil-A, staff was
aware of the issues and the increase in business at the location; due to the County's shelter-in-
place order, Chick-Fil-A was experiencing a lack of staffing, which had caused a large increase
in their traffic and City Traffic Engineer Mike Tassano was working with their management to
help mitigate the current traffic conditions which they had begun to implement. Regarding
Meadowlark Dairy, the walk-up window was closed due to social distancing protocols, so all
traffic was drive-thru; if Main Street closed, there would need to be thought around routing
traffic in the area to ensure there was no increased traffic impact.
Chair Ritter inquired about the status and volume of applications for the $2,300 City grant
funding. Ms. Clark responded she did not know that exact information, but understood had
Planning Commission Minutes Page 7 of 8 May 27, 2020
t walkway on Dale Way at this stage of the project, stating the current
condition of the pavement was adequate.
Planning Commission Minutes Page 5 of 8 May 27, 2020
with staff regarding adding an ADU to the proposed plan, however, due
to the state continuously making changes to the law and the allowable size, it was hard to
amend the proposed plan while keeping up with those changes; looking at what had been
done for similar size homes will help make reasonable comparisons.
Planning Commission Minutes Page 4 of 8 May 27, 2020
