Public Hearing: Consider adoption of a resolution to deny the request of Gabriela Marks of <br /> Marks, Inc. on behalf of Jinglebells, LLC for a Major Modification to PUD-89-6 to remove the <br /> condition of approval prohibiting a drive-through restaurant on "Pad B" within Phase III of the <br /> Rose Pavilion Shopping Center located at 4210 Rosewood Drive to facilitate demolition of an oil <br /> change facility and the construction of a new approximately 1,649 square-foot drive-through Taco <br /> Bell restaurant and related site improvements <br /> Planner Eric Luchini presented the item and staff recommendation. <br /> Mayor Thorne mentioned that the reasons for not allowing a drive-through restaurant at this site <br /> previously were that Council did not want to approve any fast food restaurants and because they did <br /> not want a restaurant with a deep fryer. <br /> Councilmember Brown commented on the long queue lines recently observed at two Pleasanton <br /> restaurants, Chik-Fil-A and In-n-Out Burger, and their impact on greenhouse gasses. <br /> Mr. Luchini noted that air quality standards required by the state change on an annual basis and that <br /> the two restaurants mentioned were approved under the current Climate Action Plan (CAP) standards. <br /> The upcoming 2030 CAP standards will be much more restrictive than the current standard and the City <br /> is looking at strategies and goals to meet those standards. <br /> City Council Minutes Page 2 of 5 April 21, 2020 <br />
