BACKGROUND <br /> The City of Pleasanton provides a paratransit service that transports residents that are <br /> at least 70 years old and/or individuals that are at least 18 years old and meet the <br /> Americans with Disabilities Act (ADA) eligibility requirements from Pleasanton, <br /> Pleasanton unincorporated areas and Sunol. <br /> The TDA provides for the disbursement of funds through the MTC for the purpose of <br /> providing community transit services to local residents. Measure B/BB provides for the <br /> disbursement of funds through the Alameda CTC for the purpose of providing <br /> community transit services to seniors and people with disabilities. Eligible agencies like <br /> the City of Pleasanton are required to file program plan applications annually with both <br /> the MTC and the Alameda CTC to receive funding. <br /> The MTC has established an application and funding formula for the distribution of TDA <br /> funds. Applications or claims are reviewed by MTC and forwarded to the Alameda <br /> County Board of Supervisors for consideration and approval. <br /> The Alameda CTC has also established a funding formula for the distribution of <br /> Measure B and Measure BB funds (dedicated sales tax) to provide special <br /> transportation for seniors and persons with disabilities. Each eligible agency must <br /> submit an application, including an eligibility statement, and an approved City Council <br /> Resolution. Program plan applications are then forwarded to the Paratransit Advisory <br /> Planning Committee for consideration and approval. <br /> DISCUSSION <br /> The total budgeted cost of the City's Paratransit Door-to-Door program is $706,273. <br /> This program is funded through a combination of outside sources (66%), fares (3%) and <br /> the City's General Fund (31%) as follows: <br /> Funding Sources Amount <br /> Outside Sources: <br /> MTC — 4.5 TDA State Transit Funding $ 85,000 <br /> Measure B —Alameda County 1/2 cent Transportation Tax $127,226 <br /> Measure BB —Alameda County 1/2 cent Transportation Tax $249,887 <br /> Miscellaneous Revenues $5,443 <br /> Sub-total: $467,556 <br /> Fare Box Revenue: $22,000 <br /> General Fund Contribution: $216,717 <br /> TOTAL: $706,273 <br /> The Door-to-Door program continues to be the core service offered by Pleasanton <br /> Paratransit Services. Enhancements to the program include offering a fee assistance <br /> program for low-income seniors and persons with disabilities, as well as a group trip <br /> program. The group trip program provides affordable day trips to destinations offering <br /> education and enrichment opportunities in the San Francisco Bay Area. The primary <br /> vehicle utilized for day trips is the twenty-three passenger bus. <br /> Page 2 of 3 <br />
