IN THE AMOUNT OF $1,358,864; AWARD <br /> PROFESSIONAL SERVICE AGREEMENTS TO TRC ENGINEERS, INC. <br /> FOR $149,958 AND TO BIGGS CARDOSA ASSOCIATES, INC. FOR <br /> $19,600 FOR CONSTRUCTION SUPPORT SERVICES FOR THE BRIDGE <br /> IMPROVEMENTS AT VARIOUS LOCATIONS PROJECT, CIP NO.16514 — <br /> FED ID 5101(029) <br /> SUMMARY <br /> The project will perform major maintenance on the Santa Rita Road Bridge at Arroyo <br /> Mocho, as well routine preventative maintenance on four other bridges, thereby <br /> extending the service life of each bridge. Bids were received for the project on May 27, <br /> 2020 and staff recommends award of the construction contract to the lowest responsible <br /> bidder, California Engineering Contractors, Inc., in the amount of $1,358,864. Staff also <br /> recommends the award of professional service agreements to TRC Engineers, Inc. in <br /> the amount of $149,958 to provide construction management and inspection services <br /> and to the design engineer, Biggs Cardosa Associates, Inc., in the amount of $19,600 to <br /> provide technical support during construction. The work includes installation of <br /> approach slabs at the Santa Rita Road Bridge at Arroyo Mocho to alleviate the <br /> differential movement, as well as applying methacrylate deck treatments, replacing joint <br /> seals, repairing concrete spalls, and the injection of epoxy grout into all cracks and <br /> other voids. Work should begin in July and be complete by December 2020. <br /> RECOMMENDATION <br /> 1. Approve plans and specifications for the project. <br /> 2. Review the project bids and award the construction contract to California <br /> Engineering Contractors, Inc. of Pleasanton, Ca, for the low bid amount of <br /> $1,358,864. <br /> 3. Award a professional services agreement to TRC Engineers, Inc. of Concord, Ca, to <br /> provide construction management and inspection services during construction for a <br /> not-to-exceed amount of $149,958 (see Attachment 1). <br /> 4. Award a professional services agreement to Biggs Cardosa Associates, Inc. (BCA) <br /> of San Jose, Ca, to provide technical support services during construction for a not- <br /> to-exceed amount of $19,600 (see Attachment 2). <br /> 5. Authorize the City Manager to enter the project contracts. <br /> 6. Authorize the Director of Engineering to approve and execute contract change <br /> order(s) if necessary for the construction contract with California Engineering <br /> Contractors, and/or the consulting contract with TRC Engineers, Inc. utilizing a <br />
