Authorize the transfer of $225,000 from the Santa Rita Road/Hopyard Road Piping <br /> Improvements, CIP No.18128, to the Bridge Improvements at Various Locations, <br /> CIP No. 16514, for water pipeline improvements required at the Santa Rita Road <br /> bridge. <br /> FINANCIAL STATEMENT <br /> Project funding totals $1 ,440,000, with $163,688 expended to date. The total estimated <br /> project expenditure is $1,856,763, leaving a project shortfall of $416,763. Staff <br /> recommends transferring $191,763 from the Bridge Approach Roadway Repairs, CIP <br /> No. 15524, to cover the project shortfall and provide the additional local match funding <br /> for the Santa Rita Road Bridge at Arroyo Mocho approach slab work. In addition, staff <br /> recommends transferring $225,000 from Santa Rita/Hopyard Piping Improvements, CIP <br /> 18128, to fund the required water pipeline work which is not an expense eligible for the <br /> federal grant. Funding includes $1,277,000 through a reimbursable federal grant and <br /> $354,763 of participating local funding, exceeding the required local match of 11.47 <br /> percent. Funding and anticipated project expenditures are detailed in Attachment 3. <br /> BACKGROUND <br /> The City's Bridge Maintenance Program (BMP) is updated through bi-annual bridge <br /> inspection reports performed by the state of California. Caltrans inspects all bridges <br /> located in the City of Pleasanton that are listed on the National Bridge Inventory (NBI). <br /> The BMP identified five bridges in need of preventative maintenance and the City <br /> applied for federal grant funding for the required work. In 2015, the City received <br /> approval from Caltrans, who administers the federal grant, to proceed with the design of <br /> bridge preventative maintenance. The City authorized BCA to complete the design work <br /> under an existing on-call contract. During the design, additional work was identified, and <br /> additional design and construction funds were approved by Caltrans in March 2017. <br /> During the final field review with Caltrans, Caltrans approved the addition of the Santa <br /> Rita Road Bridge at Arroyo Mocho approach slab work to address the differential <br /> movement that is a reoccurring issue at the bridge. Funding for design was approved in <br /> August 2017. Subsequently, Caltrans informed the City that the grant funding for project <br /> construction was deferred until FY 2019. <br /> DISCUSSION <br /> The project consists of performing major maintenance at the Santa Rita Road Bridge at <br /> Arroyo Mocho and preventative maintenance on four other bridges identified by the <br /> BMP (the four bridges are listed below). The Santa Rita Road bridge work includes <br /> construction of approach slabs and water line improvements. The installation of <br /> approach slabs will remove twenty feet of existing pavement on either side of the bridge <br /> and install a concrete slab that will move with the bridge, eliminating the reoccurring <br /> differential movement that can be felt as large bump by motorists traversing the bridge. <br /> The approach slab work will be phased by one traffic lane at a time, so the bridge <br /> remains in service with two lanes in each direction throughout the project.
