BACKGROUND <br /> The I-680/Sunol Boulevard interchange is the city's southernmost access to 1-680 and <br /> experiences a high volume of morning peak hour traffic that causes recurring <br /> congestion along Sunol Boulevard. A modification to the interchange is necessary to <br /> improve safety and reduce congestion. <br /> Local interchange improvements, although located in Caltrans right-of-way, are always <br /> funded by the local agency. Any improvements to the interchange must be completed <br /> through the Caltrans project development process. In early 2018 the City issued a <br /> request for proposal for a consultant to complete a feasibility study and PID. Within the <br /> request was the option of extending the contract to include the PA&ED phase as well as <br /> final design and construction support (phases to occur after the PA&ED phase). <br /> On April 19, 2018, the City of Pleasanton entered into a contract with AECOM to <br /> prepare Project Initiation Documents (PID) commonly called a Project Study Report — <br /> Project Development Study (PSR-PDS). <br /> In late January 2020, Caltrans approved the PSR-PDS so that the project may enter the <br /> next phase of the Caltrans process: Project Approval & Environmental Documentation <br /> (PA&ED). <br /> DISCUSSION <br /> The PA&ED is a more detailed investigation into the impacts of the potential project <br /> alternatives. This phase also begins preliminary engineering and completes the <br /> environmental documentation needed for Caltrans approval. Like the PSR-PDS phase, <br /> the City will partner with Caltrans during the development of the PA&ED to expedite <br /> their review and approval. <br /> AECOM has extensive experience with the Caltrans project development process and <br /> has completed the Caltrans project approval phase for several freeway interchange <br /> projects in the greater Bay Area. In addition to their work on the Sunol Interchange PID, <br /> AECOM is performing PA&ED services for the 1-680 Express Lane (SR-84 to Alcosta <br /> Boulevard) on behalf of the Alameda CTC. This is advantageous for the City, as much <br /> of the data and area investigation from Alameda CTC's project can be used on the I- <br /> 680/Sunol Boulevard Interchange Project. Given their satisfactory performance on the <br /> PID phase, and extensive relevant experience, staff recommends AECOM complete the <br /> PA&ED phase of the project. <br /> Schedule <br /> Timeline for completion: <br /> • PSR-PDS - April 2018- Jan 2020, completed <br /> • PA&ED - June 2020- July 2021 <br /> • Detailed Design (Plans Specifications & Estimates) — July 2021-June 2022 <br /> • Right-of-Way — June 2022-December 2022 <br /> • Construction — February 2023-June 2024 <br /> Page 2 of 3 <br />
