SUNOL BOULEVARD/I-680 IMPROVEMENTS <br /> PA&FD <br /> d) Riddell Street/Sunol Boulevard <br /> e) Arlington Drive/Sunol Boulevard <br /> 4. The four on- and off-ramps at the I-680/Sunol Boulevard interchange <br /> The following tools will be used to conduct the forecast and operation work: <br /> 1. Validated Year 2018 Alameda CTC Travel Demand Model for forecasting with <br /> support from the Dublin,Pleasanton and Livermore travel demand models <br /> 2.VISSIM software for freeway, ramp and local street analysis (Fehr&Peers will use <br /> the model developed for the I-680 SR 84 to Alcosta Boulevard Express Lanes <br /> project as the basis for this study). <br /> Based on existing mainline congestion data (as summarized in the 1-680 Express Lanes <br /> project documentation), existing congestion along southbound I-680 occurs between 6:00 <br /> AM and 10:00 AM. Northbound I-680 is congested between 5:00 PM and 7:00 PM. As <br /> noted in the Draft I-680 Express Lanes project TOAR, congestion is expected to increase <br /> in the future.Based on discussions with Caltrans on the I-680 Express Lanes project,there <br /> is a desire to more comprehensively capture the project's benefits. Therefore, the <br /> following scope of work assumes the analysis periods are 5:00 AM to 10:00 AM and 3:00 <br /> PM to 8:00 PM, which would cover the Year 2045 congestion projected for the I-680 <br /> corridor in the study area. Additionally, the following scope of work assumes that the <br /> opening year of the project is Year 2025 and the design year is Year 2045 (generally <br /> matching the horizon years of the I-680 Express Lanes project). <br /> Subtask 2.1 Existing Conditions. <br /> 2.1.1 Fehr & Peers will document existing transportation conditions to support the Project. This <br /> information will be used as the basis for subsequent traffic forecasting and traffic operations tasks. <br /> Prior to beginning this work,Fehr&Peers will prepare the Traffic Methodology Memorandum that <br /> describes the study area,time periods to be evaluated,extent of data collection,and the analytic tools <br /> to be used. Study Approach and Methodology. <br /> In consultation with Pleasanton and Caltrans, Fehr & Peers will confirm the traffic <br /> operational analysis and forecasting methodology. This will include confirming the <br /> specific scope of the analysis, and the tools or models to be used. With respect to the <br /> overall analysis methodology the specific analysis processes and procedures to be <br /> addressed in this subtask include: establish a data collection plan; confirm horizon years <br /> (opening year and 20-year); define future year baseline network assumptions; confirm <br /> analysis network and boundaries for operational analysis modeling; confirm forecast <br /> modeling tool (for scoping assumed to be Alameda CTC travel demand model); confirm <br /> analysis methodology/tools for freeway and local highway corridors; confirm operational <br /> model calibration/ validation requirements; and review Measures of Effectiveness <br /> (MOEs). Fehr & Peers will participate in a kickoff meeting with the project team and <br /> Caltrans as part of this task. <br /> 2.1.2 Data Collection. <br /> The City of Pleasanton and other agencies have extensive data collected for previous <br /> studies within the study area. Caltrans also requires that data older than two years be <br /> validated against newer data before it can be used.Furthermore,data should be collected <br /> to match the study periods.
