In response to Vice Mayor Narum's question concerning school-aged children receiving free meals, <br /> City Manager Fialho deferred to PUSD Superintendant Dr. Haglund. Concerning food for seniors, <br /> Becky Hopkins, Assistant to the City Manager, reported that Meals on Wheels continues to deliver <br /> meals and Open Heart Kitchen is providing pick-up meals for the senior lunch program. <br /> 1. Adopt a resolution confirming the City Manager / Director of Emergency Services <br /> Proclamation of the Existence of a Local Emergency <br /> Councilmember Pentin commented that advisory signs on playgrounds and park amenities may <br /> be necessary due to the necessity for children to maintain social distancing. <br /> In response to Councilmember Brown, City Manager Fialho replied that the City would first <br /> attempt closure of playgrounds and park amenities by placing advisory signage and monitoring <br /> compliance with the future possibility of fencing if signage doesn't work. <br /> Councilmember Testa commented that she hopes Council meetings will happen when necessary. <br /> MOTION: It was m/s by Pentin/Thorne to adopt and waive full reading of Resolution No. 20-1139 <br /> confirming the City Manager / Director of Emergency Services proclamation of the existence of a <br /> local emergency and authorizing the City Manager the ability to close playgrounds and other park <br /> amenities if social distancing compliance is not realized. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Pentin, Testa, Vice Mayor Narum, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 2. Adopt a resolution delegating authority to the City Manager or his designee to award <br /> contracts and to execute agreements on behalf of the City during the existence of a local <br /> emergency <br /> In response to Councilmember Testa, City Attorney Dan Sodergren clarified that this resolution <br /> applies to all contracts needed to run day-to-day operations. <br /> City Manager Fialho explained that all contracts and purchases that require execution will be <br /> reported on at the following regular meeting. <br /> City Manager Fialho replied to Councilmember Testa stating that regular Council meetings are <br /> currently postponed until April 17 unless Council revokes or extends that time frame and that <br /> special meetings are envisioned for updates to address emergency needs, not for day-to-day <br /> operations. City Manager Fialho added that the resolution will be in effect until regular Council <br /> meetings restart. <br /> City Manager Fialho suggests, per Testa's concern, that `unless extended by City Council' be <br /> added to the motion. <br /> City Manager Fialho responded to Councilmember Brown confirming that to the best of his <br /> knowledge, the next regular Council meeting is April 21. <br /> Councilmember Brown thanked City Manager Fialho and staff, including those in police and fire, <br /> for their around-the-clock work during this time. <br /> Councilmember Testa expressed her appreciation to City staff for their efforts <br /> City Council Minutes Page 2 of 3 March 23, 2020 <br />
