RESOLUTION NO. 20-1158 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON APPROVING THE ALLOCATION OF FEDERAL AND CITY FUNDS RELATIVE TO THE HOUSING AND HUMAN SERVICES GRANT (HHSG) AND COMMUNITY GRANT (CG) PROGRAMS FOR FISCAL YEAR 2020-21 WHEREAS, the City of Pleasanton has established a Housing and Human Services Grant (HHSG) program that is funded through multiple federal and local sources and is intended to primarily benefit Pleasanton's low income population by providing funding for important housing and human services projects; and WHEREAS, the City of Pleasanton has also established a Community Grant (CG) program that is funded through local sources and is intended to address youth services and promote local arts and culture; and WHEREAS, the City of Pleasanton as an entitlement community receives Community Development Block Grant (CDBG) funding on an annual basis, from the U.S. Department of Housing and Urban Development (HUD). As part of the requirements to receive this funding, the City must prepare and submit an Annual Action Plan (Action Plan) to HUD; and WHEREAS, the City receives an annual allocation of federal HOME Investment Partnerships Program (HOME) funding from Alameda County as part of its membership in the Alameda County HOME Consortium; and WHEREAS, the City Council finds that the use of local City funds (e.g., Lower Income Housing Funds for housing services and General Funds for human services) to supplement federal CDBG and HOME funds is an appropriate use under the guidelines specified for the HHSG program; and WHEREAS, at its meeting of May 19, 2020, the City Council reviewed the report of the Assistant City Manager regarding the proposed HHSG and CG program funding allocations for Fiscal Year 2020-21. NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF PLEASANTON, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1: Council approves the overall funding program for the City's Housing and Human Services Grant (HHSG) and Community Grant (CG) programs for Fiscal Year 2020-21 as depicted in Tables A and B, including $342,214 in federal Community Development Block Grant (CDBG) funds; an estimated $188,305 in federal HOME Investment Partnerships Program (HOME) funds; $264,196 in City Lower Income Housing Funds; $292,108 in City General Funds for human services; and $94,903 in City General Funds for arts/culture and youth, for a total funding amount of $1,189,378. SECTION 2: Council authorizes the City Manager to adjust final grant amounts for the two federal funding sources (CDBG and HOME) on a pro-rata basis according to the final allocations provided by HUD as long as the amounts are within 20% of the estimates used in Table A.
