Commissioner Allen moved to approve the Consent Calendar. Commissioner Balch seconded the motion. The Actions of the Zoning Administrator were approved, as submitted. The Meeting Minutes of March 11, 2020 were approved, as submitted. Reports from Meetings Attended (e.g., Committee, Task Force, etc.) There were no reports from meetings attended. 7. Future Planning Calendar Planning and Permit Center Manager Melinda Denis gave a brief overview of future items for the Commission's review. Commissioner Balch inquired about how to recuse from future agenda items when the meeting is held in a virtual setting. Community Development Director Ellen Clark responded that staff would confirm at a later time how a Commissioner could recuse from an agenda item during a virtual meeting, perhaps by being placed in a virtual waiting room, where they could still listen but not actively participate in the meeting. Planning Commission Minutes Page 8 of 9 March 11, 2020 Commissioner Allen expressed the need for Mr. Tassano to be involved as it relates to traffic circulation because she believes this is the most important component in selecting one of the two designs. Regarding massing, she is amenable to staff's recommendations and she inquired if there were other concepts or examples of similar five-story buildings with this many units as a comparison. Commissioner Balch stated he was amenable to the general massing referenced in Discussion Point 3 and mentioned that the option selected is the slightly better choice. Commissioner Ritter discussed the layout and positioning and to Commissioner Allen's point, agreed with her comments around the importance of traffic circulation; he further stated the massing is all-encompassing of that and requested additional articulation on the building design. Commissioner Brown expressed concern with the wrap-around building and the view from Stoneridge Mall Road.
