* THE CITY OF <br /> PLANNING COMMISSION <br /> � III <br /> _pL£ASANTONv MEETING MINUTES <br /> APPROVED <br /> Wednesday, May 13, 2020 <br /> This meeting was conducted via teleconference in accordance with Governor Newsom's Executive <br /> Orders N-20-20 and N-35-20 and COVID-19 pandemic protocols. <br /> CALL TO ORDER, PLEDGE OF ALLEGIANCE, AND ROLL CALL <br /> The teleconference meeting of the Planning Commission of May 13, 2020 was called to order <br /> at 7:01 p.m. by Chair Ritter. <br /> The Pledge of Allegiance was led by Chair Ritter. <br /> Staff Members Present: Ellen Clark, Director of Community Development; Melinda Denis, <br /> Planning and Permit Center Manager; Allen Hammond, Director of <br /> Information Technology; Julie Harryman, Assistant City Attorney; <br /> Stefanie Ananthan, Recording Secretary <br /> Commissioners Present: Commissioners Nancy Allen, Jack Balch, Justin Brown, Greg <br /> O'Connor, Brandon Pace, Chair Herb Ritter <br /> Commissioners Absent: None <br /> AGENDA AMENDMENTS <br /> There were no agenda amendments. <br /> CONSENT CALENDAR - Consent Calendar items are considered routine and will be enacted by one <br /> motion unless a request for removal for discussion or explanation is received from the Planning <br /> Commission or a member of the public by submitting a speaker card for that item. <br /> 1. P20-0350, Kurt Hereld/Hereld & Ayres Architects —Application for a Conditional Use <br /> Permit (CUP) for a trade school with more than 20 students located at 5860 Owens Drive, <br /> 3rd floor. Actions of the Zoning Administrator <br /> No action was taken. <br /> Planning Commission Minutes Page 8 of 9 March 11, 2020 <br /> <br /> Commissioner Allen expressed the need for Mr. Tassano to be involved as it relates to traffic <br /> circulation because she believes this is the most important component in selecting one of the <br /> two designs. Regarding massing, she is amenable to staff's recommendations and she <br /> inquired if there were other concepts or examples of similar five-story buildings with this many <br /> units as a comparison. <br /> Commissioner Balch stated he was amenable to the general massing referenced in Discussion <br /> Point 3 and mentioned that the option selected is the slightly better choice. <br /> Commissioner Ritter discussed the layout and positioning and to Commissioner Allen's point, <br /> agreed with her comments around the importance of traffic circulation; he further stated the <br /> massing is all-encompassing of that and requested additional articulation on the building <br /> design. <br /> Commissioner Brown expressed concern with the wrap-around building and the view from <br /> Stoneridge Mall Road. <br /> Planning Commission Minutes Page 7 of 9 March 11, 2020 <br />y <br /> approved and accounted for increased congestion.
