Commissioner Brown asked staff about the parking garage ingress and egress and Parcel C. <br /> Mr. Davis explained that the parking garage entrances and exits would be typical with a one- <br /> way entrance and exit. He discussed the commercial and residential deck and parking. <br /> Commissioner Balch inquired about Building Al and whether there will be ground floor <br /> residential. <br /> Mr. Davis stated there would be ground floor residential with significant setbacks with a quasi- <br /> urban design along with a greenbelt space. <br /> Commissioner Brown inquired about road widening and the traffic study. <br /> Mr. Davis explained the proposed inbound and outbound traffic and stated it would be <br /> necessary to re-review the road configurations in the vicinity of the project. <br /> Commissioner Allen posed a question regarding the developer's experience with integrated <br /> design. <br /> Mr. Davis discussed his experience pertaining to other developments across the nation and <br /> the residential team. <br /> Commissioner Allen then asked about the opening on the east side of the building. <br /> Ms. Clark responded and discussed the effort to break up the massing and provide more <br /> visibility into the open space. <br /> Commissioner Ritter inquired about rezoning, but not increasing density, and further asked <br /> about the Regional Housing Needs Allocation (RHNA) credits. <br /> Ms. Hagen explained the proposal for affordable housing units with 22-percent of the site <br /> dedicated to affordable housing, which was consistent with the percentage anticipated for this <br /> site. <br /> Ms. Clark further explained the total number of affordable units would match what was <br /> previously counted in the City's Housing Element for below market rate units, with additional <br /> market rate units proposed under a density bonus to help further support that density. <br /> Commissioners Balch and Ritter inquired if the density in a different area of town could be <br /> reduced if the density for this site were increased and yet still resulted in an overall net neutral <br /> density. Commissioner Balch referenced his previous experience related to the rezoning for St. <br /> John Street prior to changes in state law. He further inquired even if this project is meeting the <br /> necessary density requirements as it pertains to the Housing Element, if additional units were <br /> added to this site whether that would result in a future benefit to reduce density in another <br /> location. <br /> Planning Commission Minutes Page 4 of 9 March 11, 2020 <br /> space, which was the reason it previously included a <br /> rooftop amenity deck. He stated the market was <br /> dynamic but anticipated four to five full-service restaurants and three to four quick service <br /> restaurants.
