THE PUBLIC HEARING WAS OPENED <br /> Applicant Chuck Davis with Simon Properties gave a presentation on the residential <br /> component of the project, including combination of mixed use and commercial projects, <br /> renderings, design criteria, public amenity uses, setbacks, low income units, architectural <br /> design, and General Plan amendment and rezone. <br /> Commissioner Balch inquired about the proposed ground floor retail. <br /> Mr. Davis explained there would be portion of space set aside for a ground floor restaurant or <br /> retail use as well as the leasing office and amenity space for the residential use. <br /> Commissioner Brown inquired about the parking garage for the wrap-around building and <br /> confirmed whether it was exclusively for resident use. He then asked and confirmed that the <br /> open space area shown on the new site plan was originally envisioned as a restaurant. <br /> Mr. Davis explained the current proposed parking design, stating some of the ground floor <br /> parking spaces are reserved for the retail customers to ensure connectivity from the parking <br /> garage to the retail site. He continued by explaining as the parking design is further developed, <br /> the intention will be to retain some of the existing ground floor parking for shared/commercial <br /> uses as opposed to restricting an area for resident use only. He stated the previous layout <br /> included a restaurant on the corner, whereas the new layout preserved that square footage in <br /> the same location in order to retain the connectivity with the park area created for public use. <br /> He referenced the location of the fitness center and explained rather than creating a surface <br /> parking lot with enough parking spaces to accommodate the number of vehicles visiting the <br /> fitness center, those vehicles will be able to park in the lower level of the parking garage with <br /> direct access to the fitness facility. He explained the second and third levels of the parking <br /> garage are at the mall level, so the design is making use of the grade to better distribute <br /> parking for the different uses and which makes sense with the driveways at the different levels. <br /> He further stated the current plan meets the City's residential parking requirement based on <br /> the number and size of residential units shown in the plan. <br /> Commissioner Ritter inquired about rooftop parking and solar panels. <br /> Mr. Davis confirmed there is no rooftop parking. He explained the previous site plan didn't <br /> have as much ground level amenity space, which was the reason it previously included a <br /> rooftop amenity deck. He continued by stating the new site plan now includes a ground level <br /> area, and confirmed it is large enough for the amenity space as opposed to including it on the <br /> roof. He then discussed challenges with solar panels but went on to explain their commitment <br /> to energy management. <br /> Commissioner Pace inquired about the retail tenant expectations. <br /> Mr. Davis explained the proposed entertainment and restaurants. He stated the market was <br /> dynamic but anticipated four to five full-service restaurants and three to four quick service <br /> restaurants.
