THE CITY OF 35 <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> June 2, 2020 <br /> City Manager <br /> Housing Division <br /> TITLE: APPROVAL OF AN EMERGENCY RENTAL ASSISTANCE PROGRAM FOR <br /> RENTERS AFFECTED BY THE COVID-19 PANDEMIC AND AUTHORIZING <br /> THE CITY MANAGER TO EXECUTE A PROSSIONAL SERVICES CONTRACT <br /> WITH A SERVICE PROVIDER TO IMPLEMENT AND ADMINISTER THE <br /> PROGRAM <br /> SUMMARY <br /> This report describes a proposal for an Emergency Rental Assistance Program (ERAP") <br /> for renters affected by COVID-19 pandemic. The program would assist Pleasanton <br /> residents who are unable to pay their rent as their household incomes have been <br /> reduced due to the Shelter in Place order that have been implemented to prevent the <br /> spread of the coronavirus. The City then would select a service provider to implement <br /> and administer the program. <br /> RECOMMENDATION <br /> It is recommended the City Council approve the proposed Emergency Rental <br /> Assistance Program for renters affected by the COVID-19 pandemic and authorize the <br /> City Manager to execute a professional services contract with a service provider to <br /> assist staff in implementing and administering the program. <br /> FINANCIAL STATEMENT <br /> The FY 2020/21 Mid-Term budget includes $500,000 from the Lower Income Housing <br /> Fund for the proposed Emergency Rental Assistance Program. Of this amount, City staff <br /> is estimating approximately at least 10% ($50,000) will be allocated for administration of <br /> the program. <br />
