BACKGROUND <br /> The Operations Services Department entered into a contract with Terra Landscape in <br /> November 2015 to perform weed abatement services for the City. Terra Landscape is <br /> currently managing 149 weed abatement locations throughout the city. Weed <br /> abatement services include string trimming, mowing, and pesticide application to control <br /> and suppress weed growth at various locations throughout the city. Such locations <br /> includes roadsides, drainage ditches, curbs and sidewalks, industrial sites, bioswales, <br /> and open space parcels. The work is performed to maintain sensitive site and fire <br /> suppression compliance, reduce weed growth to acceptable thresholds, and maintain <br /> quality standards. The current contract with Terra Landscape expires on July 1, 2020. <br /> DISCUSSION <br /> Staff was unable to conduct a competitive bidding process for a new weed abatement <br /> contract due to the Alameda County Shelter in Place Order. To maintain baseline <br /> service standards and pest threshold limits, an extension to the contract is required to <br /> continue weed abatement services for three months, while a competitive bidding <br /> process is performed to establish a new weed abatement contract. <br /> The cost to complete weed abatement services for the three months is $40,000 and <br /> funding for the Terra Landscape contract is funded in part by the Parks Maintenance, <br /> Utilities Maintenance and Streets Maintenance operation budgets under contract <br /> services.
