BACKGROUND <br /> There are several Freeway Maintenance Agreements between the City and Caltrans. <br /> The first agreement was created in March of 1964. This agreement included Happy <br /> Valley Undercrossing and Sunol Undercrossing and was originally between Alameda <br /> County and Caltrans. This Agreement transferred to the City in 1966 when these two <br /> roadways were incorporated into the City. Subsequent changes to this Agreement <br /> added additional undercrossings, including what is now Laguna Creek Lane and Bernal <br /> Avenue and the overcrossing of West Las Positas Boulevard. <br /> In 1978, the City and Caltrans entered into a separate cooperative agreement for the <br /> design, construction and maintenance of the Stoneridge Drive Overcrossing, which was <br /> subsequently updated in 1988. In 1989, another separate cooperative agreement was <br /> created for the design, construction and maintenance in relation to the conversion of the <br /> Stoneridge Drive Overcrossing to a local interchange. <br /> DISCUSSION <br /> Caltrans has required an update to the Freeway Maintenance Agreement for Stoneridge <br /> Drive and added the requirement to update and consolidate all of the existing 1-680 <br /> Freeway Maintenance Agreements. This includes updated mapping of the areas of <br /> ownership and documentation of responsibility. <br /> The attached Freeway Maintenance Agreement consolidates the four undercrossings <br /> (Happy Valley, Sunol, Laguna Creek and Bernal) and two overcrossings (West Las <br /> Positas and Stoneridge) into one agreement and clarifies responsibilities of the State <br /> and the City regarding roadway, structure, landscape, lighting, drainage and <br /> column/wall (graffiti) maintenance. <br /> The consolidation of these agreements does not alter or change the existing practice or <br /> responsibilities for the maintenance of the undercrossings and overcrossings. The City <br /> will continue to maintain all roadway surface, drainage, lighting, landscaping and graffiti <br /> management.
