frequent City Council review, stakeholder agency engagement, and robust, city-wide public process. <br /> She also noted the process will be driven by the City, not the developer. <br /> Community Development Director Clark provided a brief overview regarding the relationship between <br /> the EPSP, planning efforts around the Housing Elements and Regional Housing Needs Allocation <br /> (RHNA). She provided a brief overview of the EPSP and Housing Element timelines and points of <br /> intersection. She advised the first phase of the EPSP process is underway and continues through the <br /> fall of 2020 and includes the kickoff of the planning effort, reviewing background information, identifying <br /> key project goals and vision from the City Council. She reported the first step in the Housing Element <br /> timeline is the issuance of Bay Area Countywide Regional Housing Needs Determination which should <br /> be issued in April 2020 with the plan being refined and developed through summer 2021. <br /> Community Development Director Clark reported staff would take the information developed from the <br /> baseline planning to begin developing alternatives after receiving direction from City Council in the fall. <br /> She noted the issuance of RHNA number, which is critical to the process, is expected in spring 2021 <br /> and no decisions would be made on the Base Land Use Plan until that number is received. Lastly, she <br /> advised once the RHNA numbers are received the Housing Elements Sites Analysis would begin and <br /> proceed through 2022. <br /> Community Development Director Clark reported a draft Final RHNA will be used in planning along with <br /> the outcome of the Housing Sites Analysis and will be incorporated into the final plan. She advised the <br /> decision point for the City Council would come in early 2022 with hearings and concluding with final <br /> stages of the Housing Element process which continues through 2022. She advised there is a <br /> requirement to submit the draft Housing Element to the California Department of Housing and <br /> Community Development (HCD) at least 90 days before it is adopted by the City. Lastly, she advised <br /> an important factor will be the potential for a Development Agreement and Phasing Plan which would <br /> come with the EPSP but would not be issued until after the Housing Element is adopted so it can be <br /> properly reflected in the Housing Element Allocation. <br /> In response to Councilmember Pentin's inquiry, Assistant City Manager Brian Dolan advised it would be <br /> easier and probably necessary to put housing in East Pleasanton. He also advised a vacant piece of <br /> property would be easier to develop but might not meet all of the City's criteria and noted HCD gives an <br /> incentive for vacant land. <br /> Councilmember Brown reported Pleasanton Gravel expressed concern regarding incompatible uses, <br /> specifically potential housing near their rock quarry. In response to Councilmember Brown's inquiry, <br /> Assistant City Manager Dolan reported Pleasanton Gravel spoke at every single task force meeting <br /> throughout the process and raised those concerns that would need to be addressed in the plan. <br /> In response to Councilmember Brown's inquiry, Community Development Director Clark clarified <br /> development would not take place until planning was complete and zoning in place for units to be <br /> counted against the RHNA numbers. <br /> In response to Councilmember Brown's inquiry, Assistant City Manager Dolan advised Ponderosa <br /> Homes is representing the primary property owners and the decision is not up to the City. Community <br /> Development Director Clark advised light industrial and e-commerce would be one of the alternatives <br /> for the area. <br /> In response to Councilmember Brown's inquiry, City Manager Nelson Fialho envisions a few meetings <br /> with City Council and Planning Commission to brainstorm what the land use options should be and <br /> which should be evaluated. He also clarified a Housing Element Site Analysis would be initiated in <br /> March 2021 which would pare down properties for RHNA zoning. <br /> City Council Minutes Page 3 of 9 March 3, 2020 <br />
