Continued from February 18, 2020 - Review and provide direction on key planning considerations, project approach and scope of work for completion of the East Pleasanton Specific Plan (EPSP) Community Development Director Ellen Clark presented the report and advised staff is seeking input from the City Council on whether to proceed with the East Pleasanton Specific Plan effort. She advised the item was before City Council in November 2019. Community Development Director Clark reported the EPSP effort began in 2012 but was paused in 2015. She advised City Council adopted Resolution 15-766 which required any restart of the EPSP would need to occur as part of future City Council priority setting. She noted City Council identified the restart as a high priority item in early 2020 and planning would establish the appropriate vision and land use plan, avoid piecemeal approvals, assert local and use control and allow for coordinated planning for infrastructure, amenities, and would potentially address future housing needs. Community Development Director Clark presented the overall planning area which encompasses 1100 acres in total with 400 acres being developable. She recapped the key planning considerations which include the Planning Area, Land use, Circulation, Public Facilities, and Trail Network. She recapped the process approach which includes the Planning Commission serving as the primary advisory body, City Council Minutes Page 2 of 9 March 3,2020
