1 0 C <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> May 19, 2020 <br /> City Manager <br /> TITLE: APPROVE SUBSTANTIAL AMENDMENTS TO THE FISCAL YEAR 2015- <br /> 2019 CONSOLIDATED PLAN, FISCAL YEAR 2019-2020 ANNUAL ACTION <br /> PLAN, AND CITIZEN PARTICIPATION PLAN TO ACCESS $201,314 <br /> COMMUNITY DEVELOPMENT BLOCK GRANT CORONAVIRUS (CDBG- <br /> CV) FUNDS AND ALLOCATE THE CDBG-CV FUNDS TO RESPOND TO <br /> COVID-19 <br /> SUMMARY <br /> The federal government passed The Coronavirus Aid, Relief, and Economic Security <br /> (CARES) Act and allocated funding to the Community Development Block Grant <br /> (CDBG) program for activities to support infectious disease response, specifically for <br /> COVID-19. The U.S. Department of Housing and Urban Development (HUD) issued <br /> guidance regarding eligible activities (see Attachment 1) for the Community <br /> Development Block Grant Coronavirus (CDBG-CV) funds. In order to access the <br /> $201,314 CDBG-CV funding allocated to the Pleasanton, the City must amend its FY <br /> 2015-2019 Consolidated Plan, FY 2019-2020 Annual Action Plan, and Citizen <br /> Participation Plan to identify the proposed activities for the expenditure of the CDBG-CV <br /> funds to address the COVID-19 crisis. <br /> RECOMMENDATION <br /> It is recommended that the City Council approve the Substantial Amendments to the FY <br /> 2015-2019 Consolidated Plan and FY 2019-2020 Annual Action Plan as well as the <br /> Citizen Participation Plan, as required by HUD, to allocate $201,314 CDBG-CV funds as <br /> follows: <br /> • $130,314 Axis Community Health <br /> • $48,000 Spectrum Community Services — Meals on Wheels Program <br /> • $25,000 Tri-Valley Regional Testing Site <br /> FINANCIAL STATEMENT <br /> The approval of the Substantial Amendments to FY 2015-2019 Consolidated Plan, FY <br /> 2019-2020 Action Plan, and Citizen Participation Plan will allow the City to receive <br /> $201 ,314 in CDBG-CV funds. most of which will be allocated to non-profit service <br /> providers. The $25,000 allocated to the Tri-Valley Regional Testing Site will reduce the <br /> City's General Fund contribution toward that effort. <br />
