BACKGROUND <br /> On March 27, 2020,The Coronavirus Aid, Relief, and Economic Security (CARES) Act <br /> (H.R. 748) was signed into law. The bill provided $5 billion to the CDBG program to <br /> rapidly respond to the COVID-19 pandemic. The U.S. Department of Housing and <br /> Urban Development (HUD) informed the City that it has been allocated $201,314 of <br /> Community Development Block Grant Coronavirus (CDBG-CV) funds that the City may <br /> use for activities to support infectious disease response, specifically for COVID-19. <br /> As a condition of receiving the CDBG-CV funds, the City is required to amend the <br /> following HUD-approved plans: FY 2015-2019 Consolidated Plan, FY 2019-2020 <br /> Annual Action Plan, and Citizen Participation Plan. The City Council approved the <br /> Consolidated Plan and Action Plan at its April 21, 2015 meeting, while the Citizen <br /> Participation Plan was approved on July 1996. <br /> The Substantial Amendments to the FY 2015-2019 Consolidated Plan and FY 2019- <br /> 2020 Annual Action Plan allocate CDBG-CV funds to eligible activities that prevent and <br /> respond to the spread of COVID-19. The Citizen Participation Plan is also proposed to <br /> be amended in order in order to streamline the funding allocation process and reduce <br /> delays in accessing HUD funding during a state of emergency. HUD waived the <br /> requirements under 24 CFR 91.105(c)(2) and (k), 91.115(c)(2) and (I) provided that no <br /> less than five (5) days are provided for public comments on each Substantial <br /> Amendment. HUD also removed the requirement to hold in-person public meetings in <br /> order to comply with national and local social gathering restrictions. <br /> DISCUSSION <br /> The CDBG-CV criteria for eligible activities include four categories and eligible activities <br /> for each category. Staff identified two categories and three activities that meet the <br /> current needs of our community: Category 1 - Buildings and Improvements, Including <br /> Public Facilities category and the eligible activity under the criteria is to construct a <br /> facility for testing, diagnosis, or treatment. Category 2 - Public Service and the eligible <br /> activities under the criteria are to increase the capacity and availability of targeted <br /> health services for infectious disease response within existing health facilities, and <br /> deliver meals on wheels to quarantined individuals or individuals that need to maintain <br /> social distancing due to medical vulnerabilities. Staff identified Axis Community Health <br /> and Spectrum Community Services — Meals on Wheels programs as non-profits that are <br /> providing COVID-19 related services that are eligible activities under the criteria. <br /> Attachment 2 are letters provided by the non-profits outlining how they intend to spend <br /> the funds. This information is summarized below. <br /> Axis Community Health will spend $130,314 over a 24-month period. The services to be <br /> provided are: <br /> 1) the provision of both clinic-based and telehealth medical services to <br /> assess patients for symptoms of COVID-19 or other infectious diseases, <br /> 2) diagnostic, treatment and follow-up care for patients who are at-risk or <br /> diagnosed with COVID-19 or other infectious disease, <br /> Page 2 of 4 <br />
