3. Evaluation of past performance <br /> An evaluation of FY18 activities was developed for public comment in September 2019. Accomplishments of <br /> FY18 activities were included in the FY18 CAPER that was released for public comment in early September <br /> 2019. Please refer to prior year CAPERs for an evaluation of past performance. The CAPER for FY19/20 will <br /> be completed in September 2020. <br /> 4. Summary of citizen participation process and consultation process <br /> Community participation is a very important part of the Consolidated Plan and Action Plan development <br /> process. The City maintains an active database of potential interested parties and uses it to send out <br /> notification of grant funding opportunities at the beginning of every application cycle (early December) <br /> which is also the beginning of the annual Action Plan (and Consolidated Plan) process. The list currently <br /> includes approximately 250 nonprofit agencies, individuals, and other interested parties. In addition, <br /> ads are placed in local newspapers(including the Pleasanton Weekly which is distributed to every <br /> household in Pleasanton)and on the City's web site. Interested parties have multiple opportunities to <br /> participate and provide input on the process starting with annual grant workshops in early December <br /> through the annual CAPER hearing held annually in August. <br /> Per the waiver granted to the City of Pleasanton by HUD in order to contain the effects of the COVID-19 <br /> global health pandemic, the public comment period for the Consolidated Plan will not be for 30 days as <br /> statutorily required by HUD. Instead,the City has been permitted to hold a 5-day public comment period <br /> from June 15 through June 19 2020. A public hearing will be held on June 18, 2020 to take comments on <br /> the draft HOME Consortium Consolidated Plan. This meeting will be held at the County's Community and <br /> Housing Development office in Hayward. Public Notices are placed in the following newspapers:Alameda <br /> Times Star, Oakland Tribune, Hayward Daily Review, Fremont Argus and the Tri-Valley Herald. The notice <br /> includes provisions for how the disabled can access the meeting along with a detailed description of what is <br /> included in the Consolidated Plan. At the public hearing,a sign-in sheet is circulated for attendance. HCD <br /> staff present the staff report regarding the Consolidated Plan. Committee members ask questions of staff, <br /> the public is then asked to make comments. Any comments are recorded in the meeting and will be listed <br /> below. <br /> The draft Consolidated Plan will be distributed to all cities and main library branches in Alameda County, <br /> HUD,and any interested citizens,organizations, or agencies. The City will also post the draft and final <br /> plans on its web site. Once the Consolidated Plan is adopted, it will be made available along with any <br /> substantial amendments (if necessary) and the annual performance reports made to the general public. <br /> Distribution will be the same as mentioned above as well as any requests made to HCD for a copy of the <br /> Consolidated Plan. Materials will also be made available in alternate formats upon request. <br /> In addition,as part of the Analysis of Impediments to Fair Housing Choice, a survey was sent out to all of <br /> the cities to distribute to interested parties. 3,296 people participated in the survey. Outreach also <br /> included three (3) community engagement meetings held in Berkeley,Oakland, and Hayward. These <br /> locations were chosen due to their proximity to the highest number of priority groups, including racial <br /> and ethnic minorities, people experiencing homelessness, people with disabilities, people residing in <br /> R/ECAP5, and people with limited English proficiency. Responses were received from people who live or <br /> work in all of the cities in the County. Throughout the Consortium, most respondents indicated that <br /> Consolidated Plan PLEASANTON- DRAFT 3 <br /> OMB Control No:2506-0117(exp.06/30/2018) <br />
