Executive Summary <br /> ES-05 Executive Summary— 24 CFR 91.200(c), 91.220(b) <br /> 1. Introduction <br /> Alameda County Housing and Community Development Department (HCD)of the Alameda County <br /> Community Development Agency is the lead agency for the Alameda County HOME Consortium,which <br /> includes the cities of Alameda, Fremont, Hayward, Livermore, Pleasanton,San Leandro,and Union City, <br /> and the Urban County,which includes the cities of Albany, Dublin, Emeryville, Newark, and Piedmont, <br /> and the unincorporated areas of the County. <br /> The HOME Consortium (referred to as the Consortium in this document) has adopted a five-year <br /> consolidated planning cycle starting July 1, 2020 through June 30, 2025, and has produced this Action <br /> Plan for the first year of that cycle (July 1, 2020—June 30,2021) (FY20). This Consolidated Plan and <br /> Action Plan have been prepared for all jurisdictions in the Consortium. HCD coordinated the process with <br /> the assistance of community development and planning staff from each of the Consortium's jurisdictions. <br /> The Consolidated Plan and Action Plan are important documents for the HOME Consortium. Built on <br /> interagency coordination, consultation,and public participation,the Consolidated Plan and Action Plan focus <br /> attention on housing and community development needs and the resources available to meet these needs. <br /> 2. Summary of the objectives and outcomes identified in the Plan Needs Assessment Overview <br /> The City of Pleasanton's Five-Year Strategic Plan includes the following priorities: <br /> Priority 1:Housing Needs <br /> Goal 1: Promote the production, rehabilitation and preservation of affordable housing (rental and <br /> ownership)through acquisition, rehabilitation, new construction and minor home repair. <br /> Goal 2: Reduction of Housing Discrimination through provision of fair housing and landlord/tenant services. <br /> Priority 2:Homeless Needs <br /> Goal 1: Use resources to end homelessness by funding and supporting homeless services programs. <br /> Priority 3:Supportive Housing Needs <br /> Goal 1: Increase the availability of service enriched housing for persons with special needs by supporting <br /> the acquisition and new construction of housing units. <br /> Priority 4: Community Development Needs <br /> Goal 1: Make improvements, including ADA accessibility,to public facilities, such as curbs and sidewalks, <br /> neighborhood parks and recreational improvements, homeless facilities and other public <br /> facilities/community centers. <br /> Goal 2: Fund economic development, micro-enterprise and on-the-job training. <br /> Goal 3: Support public service programs for low income residents, preserving safety net services for <br /> families and individuals who are vulnerable or"in-crisis". <br /> Consolidated Plan PLEASANTON- DRAFT 2 <br /> OMB Control No:2506-0117(exp.06/30/2018) <br />
