How were these needs determined? <br /> In 2011, Resource Development Associations(RDA), a local consulting firm specializing in strategic <br /> planning and evaluation for local government and nonprofit entities,facilitated a broad-based <br /> community-driven assessment of human service needs in Eastern Alameda County(commissioned <br /> jointly by the Tri-Valley cities of Pleasanton, Livermore, and Dublin).The effort resulted in the adoption <br /> in late 2011 of the Tri-Valley Human Services Needs Assessment which identified strengths as well as <br /> gaps in human services in the Tri-Valley region (the full study is available on the City's web site at <br /> http://www.cityofpleasantonca.gov/civicax/filebank/blobdload.aspx?BIobID=24607). In addition to <br /> multi-jurisdictional collaboration,the study involved several community surveys as well as direct <br /> consultation with a large number of nonprofit agencies, individuals, and other interested parties in a <br /> variety of settings and formats (e.g., key informant interviews,focus discussion groups, etc.). Agencies <br /> consulted included Child Care Links,Alameda County Public Health, WHEELS(local transit company), <br /> YMCA, County Welfare/Food Stamp Program, ECHO Housing, Senior Support of the Tri-Valley,County <br /> Behavioral Health,Abode Services, Easter Seals, Community Resources for Independent Living(CRIL), <br /> DCARA(Deaf Counseling,Advocacy, and Referral Agency), East Bay Innovations,Shepherd's Gate <br /> homeless shelter,Open Heart Kitchen,Axis Community Health,Tri-Valley Haven, Hayward, Day Labor <br /> Center, National Association on Mental Illness, Horizons Family Counseling, CAPE (Community <br /> Association for Preschool Education),Tri-Valley Housing Opportunity Center, local churches and faith- <br /> based groups, and others. <br /> In 2014,the Pleasanton HSC adopted a Strategic Plan to provide an implementation strategy for <br /> addressing the needs identified in the study(http://www.cityofpleasantonca.gov/pdf/HS-Strategic-Plan- <br /> 2014.pdf). Then in February 2019,the City adopted an Updated Strategic Plan for 2018-2022 to this <br /> Human Services Needs Assessment 14-16.
