THE CITY OF 1 0 ACITY COUNCIL AGENDA REPORT <br /> pL£ASANTON <br /> May 19, 2020 <br /> City Manager <br /> TITLE: APPROVE THE ALLOCATION OF HOUSING AND HUMAN SERVICES <br /> GRANT (HHSG) AND COMMUNITY GRANT PROGRAM FUNDS FOR THE <br /> FISCAL YEAR 2020 GRANT FUNDING CYCLE (CITY FY 2020/21) <br /> SUMMARY <br /> The FY 2020/21 Housing and Human Services Grant (HHSG) program received thirty <br /> (30) applications for funding from a wide range of agencies serving a variety of <br /> community needs. The HHSG program distributes funding from the federal Community <br /> Development Block Grant (CDBG) and HOME Investment Partnership Program <br /> (HOME) programs, City's Lower Income Housing Funds (LIHF), and City General Fund. <br /> The Community Grant (CG) program received twenty-one (21) applications serving the <br /> arts/culture and youth categories. This report summarizes the applications that were <br /> received for the HHSG and CG programs and provides a funding recommendation from <br /> the respective program advisory commissions and Staff to allocate funds for the fiscal <br /> year beginning July 1, 2020. <br /> RECOMMENDATION <br /> 1 . Staff recommends amending the Human Services funding recommendation to fully <br /> fund the applications identified for funding by the Commission follows and as listed <br /> in Table A of the draft Resolution: <br /> • $292,108 General Fund <br /> • $ 67,632 CDBG Administration <br /> • $ 70,091 CDBG Capital <br /> • $204,491 CDBG Public Services <br /> 2. As recommended by the Housing Commission allocate $264,196 from the Lower <br /> Income Housing Fund and $195,957 in HOME funds and as listed in Table A of the <br /> draft Resolution. <br /> 3. As recommended by the Civic Arts and Youth Commissions, allocate $94,903 in CG <br /> funds as listed in Table B of the draft Resolution, and as recommended by staff, <br /> extend the completion date for grant funded programs until June 30, 2022 due to <br /> COVID-19 impacts on community programs. <br /> 4. Adopt the attached draft Resolution approving the allocation of HHSG and CG funds <br /> for FY 2020/21 (as listed in Tables A and B of that attachment) and authorize the <br /> City Manager to enter into individual contracts with each agency receiving HHSG <br />
