Resolution No. PC-2003-37 Page 2 For the past 15 years, the Pleasanton Community Church has been operating a Sunday school program and an evening bible study session at the subject site. It has been a good neighbor to the surrounding businesses. Sufficient parking, adequate separation from other businesses and residential neighborhoods, maintenance of noise levels, and safety and security within the premises have been provided and observed. The site has adequate and safe ingress and egress into and out of the site. Instructing parents to use the driveway off Rheem Drive would significantly reduce the on-site traffic. Providing a vanpool to students would greatly reduce the vehicular trips in and out of the office center, thus, keeping disturbance to surrounding businesses to the minimum. Conditions have been included that would require the applicant to mitigate any future nuisances as a result of the proposed use. In addition, the Fire Department will conduct inspections to ensure the safety of the children attending the after school program. 3. The proposed conditional use will comply with each of the applicable provisions of the Zoning Ordinance. The Planned Unit Development approval conditionally permits the establishment of a church, and the proposed after school program would be apart of the church's operation. Granting a conditional use permit to the Pleasanton Community Church would be consistent with the City's ability to regulate the PUD approval and related zoning regulations. WHEREAS, the Planning Commission determined that the proposed after school daycare program can be accommodated without creating adverse impacts on the adjacent businesses and that it would respond to an additional community need for after school care. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON RESOLVES THE FOLLOWING: Section 1. Approves Case PCUP-84, the application of Pleasanton Community Church for conditional use permit approval to operate an after school daycare program in the church's education building located at 4455 Stoneridge Drive, subject to the conditions shown in Exhibit "B," attached hereto and made part of this case by reference. Section 2. This resolution shall become effective 15 days after its passage and adoption unless appealed prior to that time.
