Resolution No. PC-2003-37 <br />Page 2 <br />For the past 15 years, the Pleasanton Community Church has been <br />operating a Sunday school program and an evening bible study session at <br />the subject site. It has been a good neighbor to the surrounding businesses. <br />Sufficient parking, adequate separation from other businesses and <br />residential neighborhoods, maintenance of noise levels, and safety and <br />security within the premises have been provided and observed. The site <br />has adequate and safe ingress and egress into and out of the site. <br />Instructing parents to use the driveway off Rheem Drive would <br />significantly reduce the on-site traffic. Providing a vanpool to students <br />would greatly reduce the vehicular trips in and out of the office center, <br />thus, keeping disturbance to surrounding businesses to the minimum. <br />Conditions have been included that would require the applicant to mitigate <br />any future nuisances as a result of the proposed use. In addition, the Fire <br />Department will conduct inspections to ensure the safety of the children <br />attending the after school program. <br />3. The proposed conditional use will comply with each of the <br />applicable provisions of the Zoning Ordinance. <br />The Planned Unit Development approval conditionally permits the <br />establishment of a church, and the proposed after school program would be <br />apart of the church's operation. Granting a conditional use permit to the <br />Pleasanton Community Church would be consistent with the City's ability <br />to regulate the PUD approval and related zoning regulations. <br />WHEREAS, the Planning Commission determined that the proposed after school daycare <br />program can be accommodated without creating adverse impacts on the <br />adjacent businesses and that it would respond to an additional community <br />need for after school care. <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF <br />PLEASANTON RESOLVES THE FOLLOWING: <br />Section 1. Approves Case PCUP-84, the application of Pleasanton Community Church <br />for conditional use permit approval to operate an after school daycare program <br />in the church's education building located at 4455 Stoneridge Drive, subject to <br />the conditions shown in Exhibit "B," attached hereto and made part of this <br />case by reference. <br />Section 2. This resolution shall become effective 15 days after its passage and adoption <br />unless appealed prior to that time. <br />
