PROPOSED PROJECT <br /> The applicant proposes to occupy the entire 25,600-square-foot third floor of 5860 Owens <br /> Drive. The floor would be divided into two parts, with the right side (13,513 square feet) <br /> dedicated to the proposed OSHA trade school and the left side (12,097 square feet) dedicated <br /> to office spaces of Tri-Valley Career Center, Administration & Fiscal Agency, Apprenticeship, <br /> Contract Education, and Title IV-E Child Welfare (shown in Figure 4 below). The OSHA area <br /> would be demised into five classrooms, a training room and conference room. The training <br /> room is used by the OSHA staff members and teachers for the administrative work and the <br /> conference room can be used by any office spaces on this floor on an as-needed basis. The <br /> restrooms, lunch and breakroom will also be shared by all facilities on this floor. <br /> OSHA is part of the United States Department of Labor providing safety training and <br /> educational services to workers. It is an independent body; however, it is also affiliated with the <br /> Economic Development and Contract Education (EDCE) Division of CLPCCD and provides <br /> training to working professionals. CLPCCD operates the only authorized OSHA Training <br /> Institute Education Center headquartered in Northern California, and covers California, <br /> Arizona, Hawaii, Nevada and Guam. OSHA ensures safe and healthful working conditions for <br /> working men and women by setting and enforcing standards and by providing training, <br /> outreach, education and assistance. Professionals working in the construction industry like <br /> carpenters, construction workers, etc., can directly enroll through OSHA and take classes such <br /> as workers' rights, safety training, etc. OSHA classes at this facility would be offered seven <br /> days a week, from 7 a.m. to 5 p.m. Students would enroll in either a four-week program, with <br /> classes being offered either on a Wednesday or weekend (Saturday and Sunday), or in a <br /> month-long program from Tuesday to Friday (Refer Exhibit B for the full schedule). Up to 15 <br /> students would be enrolled in each class and not all classrooms and lab would be occupied <br /> every day. There would be a maximum of 90 students, seven administrative staff and six <br /> instructors/teachers at this facility at any one time. <br /> The office spaces of Administrative & Fiscal Agency, Apprenticeship, Contract Education, Title <br /> IV Childcare and Tri-Valley Career Center will operate from 7 a.m. to 7 p.m., Monday to Friday, <br /> with occasional need for business as early as 6:30 a.m. and as late as 8 p.m. (Refer Exhibit B <br /> for the full schedule). There would be approximately 22 employees in these offices and <br /> approximately 10 visitors are expected on a typical day.
