Mayor Thorne reiterated the item is a continuation from a previous City Council meeting and asked residents to refrain from speaking if they were already heard at the last City Council meeting. He also asked meeting attendees to be respectful of other speakers. Mayor Thorne opened public comment. Kay Ayala expressed concern the developer stated they are basing their plan on the City's Specific Plan which does not currently exist. She also expressed concern Ponderosa Homes would take the lead. Mayor Thorne clarified the developer will not take the lead. Ms. Ayala encouraged City Council to pause for the election period in November to allow new City Councilmembers to weigh in on the process. In response to Councilmember Testa's inquiry, City Manager Fialho clarified City Council and the Planning Commission are leading the process. Paul Kepler encouraged City Council to pause and restart the planning process for East Pleasanton and encouraged City Council to consider affordable housing for residents with Developmental Disabilities. Councilmember Testa noted Pleasanton supports the Developmental Disabilities population. Andrea Osgood, Eden Housing, encouraged City Council to pass the item and move forward as soon as possible. Judy Fenton expressed her opposition to planning for East Pleasanton at this time and encouraged City Council to oppose the item. Todd Steffan, Supervisor, Las Positas College Veteran's Program, encouraged City Council to pass the item. A speaker for Lou Astbury read a letter encouraging City Council to oppose the item. He also encouraged City Council to limit developer donations for campaign contributions. Margo Tarver expressed concern regarding traffic being heavily impacted by development in East Pleasanton and expressed concern regarding safety in the area around the gravel pits and encouraged City Council to oppose the item. Mary Lim-Lampe, Executive Director, Genesis of the Tri-Valley, encouraged City Council to pass the item and requested clarification regarding Pleasanton's RHNA numbers. In response to Ms. Lim-Lampe's inquiry, Mayor Thorne clarified the City rezones land but does not develop housing. In response to Councilmember Testa's inquiry, Community Development Director Clark clarified the City has produced 344 below market rate units out of 1618 total units. Councilmember Testa advised the City has met its zoning requirements and requires that all new projects include 20% affordable housing. Kent Pryer encouraged City Council to add the annexation of the Remen Tract to the scope of the EPSP planning. Mayor Thorne noted the annexation is a high priority with the Alameda Local Agency Formation Commission (LAFCo) and believes it will be resolved. Steve Van Dorn, President, and CEO.
