~i upon its adoption as an urgency, interim zoning ordinance pursuant <br /> to ~65858 of the Government Code in order to protect the public <br /> safety, health and welfare in that, through the referendum process <br /> the provisions of recently adopted Ordinance 629, fixing zoning <br /> for~the property herein, have been repealed. Retention of the <br /> <br /> property in its undeveloped state pending further review of perma- <br /> nent zoning thereof is necessary to insure against perhaps undesir~ <br /> able commercial development which, if effected under existing zoning, <br /> may be out of character with adjacent properties and with the rural, <br /> scenic atmosphere of the area occasioning an adverse effect upon <br /> the value of said adjacent properties, hindering the ability of <br /> <br /> , the City to attract additional, low-density residential development <br /> in keeping with the character of the area and generating traffic <br /> <br /> burdens perhaps beyond the present ability of the City of Pleasanton <br />· to manage.
