The applicant has indicated the rationale for the proposed Major Modification is to allow <br /> for the replacement of the existing, aging oil change facility with a new, more viable <br /> drive-through restaurant use. The applicant currently operates a Taco Bell restaurant at <br /> 4001 Santa Rita Road, which is an in-line "storefront" location at Rose Pavilion Phase II; <br /> the new restaurant would replace this existing facility. According to the applicant, a <br /> drive-through is a necessary component of their and Taco Bell's business model, and <br /> essential to support their investment to redevelop the project site. <br /> Site Layout, Circulation, Parking, and Access <br /> The restaurant would be located in the northwestern corner of"Pad B," approximately <br /> 110 feet from Rosewood Drive and approximately 400 feet from Santa Rita Road. The <br /> main (pedestrian) entrance of the restaurant would be on its south side, facing CVS, <br /> while the drive-through queuing lane, menu board, ordering speaker and pick-up <br /> window would generally be on the north side, facing the adjacent tire repair shop and <br /> other nearby commercial uses. The drive-through queuing lane entrance, menu board <br /> and ordering speaker would be approximately 60 to 90 feet from Rosewood Drive, <br /> approximately 400 feet from Santa Rita Road and 490 feet from the closest residential <br /> uses. <br /> The drive-through queuing lane would accommodate approximately seven vehicles <br /> between the entrance and the pick-up window. An outdoor dining area is proposed on <br /> the west side of the restaurant, adjacent to the main arterial drive aisle for the shopping <br /> center. Twenty-one on-site parking spaces would be provided, 17 of which would be <br /> located on the south side of the restaurant and four (parallel orientation) on the north <br /> side of the restaurant. <br /> All parking spaces would be accessible from standard, double- or single-loaded <br /> approximately 25-foot-wide drive aisles. A new trash enclosure would be located at the <br /> northeast corner of the building, approximately 75 feet from Rosewood Drive. Access to <br /> "Pad B" would be via any of the four existing shopping center driveways described <br /> above; however, it is anticipated most vehicles would use the driveway immediately <br /> adjacent to the south side of "Pad B." Landscape areas would be provided along the <br /> perimeters, in the front and rear of the restaurant and within the proposed parking areas <br /> of "Pad B." Figures 2 and 3 show the proposed site plan within the context of the Rose <br /> Pavilion Shopping Center Phase Ill and the enlarged site plan. <br /> Page 4 of 13 <br />
