Architectural Design <br /> "Pad B" is highly visible from Rosewood Drive. Accordingly, in discussing a potential <br /> design, staff provided a number of comments intended to ensure that the proposed <br /> restaurant would be reflective of the design character and quality typically seen in <br /> Pleasanton. <br /> The proposed restaurant includes modern architectural elements and is reflective of the <br /> current Taco Bell corporate design scheme which has been strongly discouraged by <br /> staff. Additionally, the proposed restaurant fails to provide "four-sided" architectural <br /> detailing and with the exception of minor details (smooth stucco). <br /> Accordingly, staff suggested the project incorporate traditional architectural elements <br /> into the overall design and to ensure the same level of detail is replicated on all four <br /> sides of the proposed restaurant. In addition, staff indicated franchise and/or prototype <br /> architecture would not be supported. As a reference, staff encouraged the applicant to <br /> consider modeling their design based on the new and recently implemented <br /> architectural styles/materials for Phases I and II of the Rose Pavilion Shopping Center <br /> across Rosewood Drive, and to be compatible with the upgraded building design. <br /> Should the City Council support the requested Major Modification to allow for the <br /> proposed restaurant with a drive-through component, staff has suggested several <br /> modifications would be needed to the building design, including <br /> • The east elevation should be redesigned to include windows/storefront facing <br /> Rosewood Drive, which, although being the restaurant's "back of house" would <br /> be highly visible. <br /> • The windows should have trim and sills appropriate to the architectural style of <br /> the building. Staff notes various architectural styles require different window <br /> details (i.e., windows on stucco exteriors should be recessed). <br /> • Stucco should have a smooth texture. <br /> Should the City Council elect to support the proposed restaurant, staff recommends the <br /> applicant be required to redesign the building to reflect the above direction and be <br /> subject to the DR process. <br /> PUBLIC NOTICE <br /> Notice of this application was sent to surrounding property owners and tenants within a <br /> 1,000-foot radius of the site and published in the newspaper. The noticing map is <br /> included as Attachment 7. At the time this report was published, staff received one <br /> public comment in support of the Major Modification (Attachment 6). <br /> Page 12 of 13 <br />
