BACKGROUND <br /> The City conducts an annual review of all playground equipment to determine which <br /> play equipment is in need of maintenance or replacement. Based on the 2017/18 fiscal <br /> year evaluation, the Certified Playground Safety Inspectors from the City's Parks <br /> Division determined that the 30-year-old slide at Mission Hills Park needed renovation <br /> due to its increasingly challenging maintenance requirements. <br /> The Landscape Architecture Division worked with the Parks Division and the Library <br /> and Recreation Department on a Request for Qualifications (RFQ) for the renovation of <br /> the slide at Mission Hills Park to determine the most qualified playground company for <br /> the job. City Staff chose Miracle Playsystems based on their qualifications. <br /> Considering the iconic nature of the big slide and the importance of public input for any <br /> potential renovations, the City conducted significant public outreach for the slide. On <br /> December 15, 2018, the City conducted public outreach on-site, which approximately 50 <br /> residents attended. The outreach meeting, and subsequent public meetings, were <br /> advertised on social media. The City received comments through the social media <br /> outreach process also. The Parks and Recreation Commission was presented with the <br /> design concepts and public input at their January 10, 2019, meeting. The Commission <br /> made a recommendation to install the dual slide, which was favored by the public, and <br /> City Council approved the construction contract in the amount of $327,560 for the slide <br /> renovation with Miracle Playsystems on July 16, 2019. Council also authorized the <br /> Director of Engineering to approve change orders up to the project contingency amount <br /> of $32,756. <br /> The City held a "Last Ride" event for residents on Friday September 27, 2019, which <br /> was attended by well over 100 residents. <br /> DISCUSSION <br /> Funding for this project totaled $624,524 including $600,000 from the Annual <br /> Playground Renovations Project, CIP No. 20745 and $24,524 from the Playground <br /> Replacement Project, CIP No. 18745 (for the renderings used for public outreach and <br /> design of the slide). <br /> Construction began on October 7, 2019 and was completed on January 8, 2020. Three <br /> change orders totaling $32,337 were issued for the project. The first was for $15,178 to <br /> fabricate stainless steel slide rails instead of powder coated rails to improve the <br /> longevity of the slide and reduce maintenance. The second change order for $13,431 <br /> was to install three concrete piers to a depth of 5-6 feet below the proposed retaining <br /> wall to improve the stability of the synthetic turf scramble, and the third change order for <br /> $3,728 was to install natural boulders to help retain the slope and a poured-in-place <br /> rubber mat at the bottom of the slide (under the engineered wood fiber) to help pad the <br /> landing for slide users. <br /> Expenditures totaled $387,084 including design and construction. The project design <br /> began in 2019 and was billed to CIP No. 18745.The project was completed on schedule <br /> Page 2 of 3 <br />
