Ordinance 2207 <br /> Page 12 <br /> • Bicycle parking is required for each project to the satisfaction of the Director of Community <br /> Development. Appropriate bike rack hardware shall be provided for each stall and approved <br /> by the City prior to installation. Bicycle parking shall be located near building entries. <br /> • Alternative vehicle parking is required for each project to the satisfaction of the Director of <br /> Community Development. Alternative vehicle parking shall be designed to meet City <br /> standards. <br /> • Dimensional requirements for parking spaces and maneuvering areas shall be in <br /> conformance with City standards. A 90-degree parking angle is encouraged for ease of <br /> circulation. Parking areas located behind buildings are encouraged, but not necessarily <br /> required. Parking areas shall incorporate internal landscaped islands, pedestrian pathways, <br /> perimeter landscape islands, and screening. The design of the site shall discourage large <br /> expanses of parking uninterrupted by landscaping or buildings. Painted lines must designate <br /> all parking spaces. <br /> Site Furnishings <br /> • Site furnishings encompass a wide variety of individual elements, including lamp posts, <br /> pedestrian trash and recycling receptacles, and benches. Site furnishings shall be <br /> constructed of materials that are durable and easy to maintain and blend or complement the <br /> exterior colors of the surrounding buildings. Site furnishing shall be reviewed by the City as <br /> part of the design review process on a project by project basis. <br /> Artwork <br /> • Public art (refers to works of art in any media that have been planned and executed, both in <br /> size and materials, with the specific intention of being sited or staged in the public domain, <br /> usually outside and accessible to all), outdoor sculptures, and special architectural and <br /> landscape features are encouraged in the development of individual sites and parcels. Such <br /> pieces and features help establish strong visual identities for individual facilities and greatly <br /> enhance the special character of the project area in general. Artwork shall be approved by <br /> the City prior to installation. <br /> Vending Machines <br /> • All vending machines must be placed completely inside buildings. <br /> Architecture <br /> Visual Interest of Facade <br /> Facades with a high level of visual interest from both auto and pedestrian viewpoints are <br /> encouraged. The exterior character of all buildings should enhance pedestrian activity in their <br /> immediate vicinities. <br /> • To the greatest extent possible, create visual interest through the use of horizontal and <br /> vertical articulation, including plane changes, varying roof/parapet heights, recessed entries <br /> and windows, score lines, awnings, and varied materials, textures, and colors. <br /> • Design walkways that encourage pedestrian use. Avoid locating walkways where users will <br /> be subjected to harsh glare from building materials or subjected to harsh environmental <br /> conditions. <br /> • Design ground floor exteriors of buildings to be "pedestrian-friendly."
