The plan is consistent with the City's General Plan. <br />The North Sycamore Specific Plan (NSSP) was developed to implement <br />the City's General Plan for the North Sycamore Area. The NSSP has been <br />found to be consistent with the General Plan policies by facilitating <br />development that is outside 100-yeaz flood zone areas, that is on stable <br />soils, that does not create traffic impacts beyond acceptable standards, and <br />which is at densities consistent with surrounding properties. The proposed <br />development plan is consistent with NSSP policies and standazds, and the <br />proposed design guidelines would help to ensure compatibility with <br />surrounding land uses. <br />The plan is compatible with previously developed properties in the <br />vicinity and the natural, topographic features of the site. <br />The applicant has proposed five lots where the North Sycamore Specific <br />Plan originally identified nine lots. A proposed 2.59-acre lot with an <br />existing residence at the northern side of the project would help to buffer <br />the Ventana Hills neighborhood from impacts of the project and would <br />help preserve the natural topography of the most visible portion of the lot. <br />Cut grading similar to that implemented in the adjacent Bridle Creek <br />project and single story height restrictions have been proposed to lower <br />the height of the houses and reduce the visual impacts of the project. <br />Design guidelines require house siting and azchitecture that is compatible <br />with the surrounding development. <br />4. The grading takes into account environmental chazacteristics and is <br />designed in keeping with the best engineering practices to avoid <br />erosion, slides, or flooding to have as minimal an effect upon the <br />environment as possible. <br />All of the proposed grade changes would be designed consistently with the <br />recommendations identified in the geotechnical report prepared for the <br />development. Implementation of these measures would help to ensure <br />adequate drainage of each of the lots and prevent erosion or slides. <br />5. The streets and buildings have been designed and located to <br />complement the natural terrain and landscape. <br />The proposed street has been designed to generally follow the site's <br />natural slope. The 2.59-acre lot proposed at the northern end of the site <br />and the retention of the existing residence will help to preserve the natural <br />terrain and landscape of the most visible portion of the project site. The <br />design guidelines require colors and material that would help the buildings <br />to be compatible with the terrain. <br />
