Resolution No. PC-2003-20 <br />Page Z <br />Public and private schools are a common use in both commercial and <br />residential azeas in Pleasanton. For the past 14 yeazs, Carden West has <br />generally been a "good neighbor" to the surrounding tenants and <br />residences. Sufficient pazking, adequate separation from the residential <br />neighborhoods, maintenance of noise levels, and safety and security <br />within the premises have been provided or conditioned. All streets azound <br />the site are designed per City standards to provide safe ingress and egress <br />into and out of the site. Changing the dismissal time for the kindergarten <br />classes will shift some of the school traffic away from the mid-afternoon <br />peak at the Black Avenue/Santa Rita Road intersection. Conditions have <br />been included that would require the applicants to mitigate any future <br />nuisances as a result of the proposed use. <br />3. The proposed conditional use will comply with each of the <br />applicable provisions of the Zoning Ordinance. <br />The sites' Public and Institutional and Office zoning conditionally permits <br />the establishment of private schools. In addition, the proposed use complies <br />with all relevant sections of the zoning ordinance. Granting a conditional use <br />permit to the Carden West School would be consistent with the City's ability <br />to regulate zoning as listed in the Municipal Code Chapter 18.124. <br />WHEREAS, the Planning Commission determined that with the conditions of approval, <br />the proposed classrooms and increase in the total number of students enrolled <br />at the school can be accommodated without creating adverse impacts on the <br />adjacent properties or tenants. <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF <br />PLEASANTON RESOLVES THE FOLLOWING: <br />Section 1. Approves Case PCUP-83, the application of Carden West School for <br />conditional use permit approval to allow an expansion and increase in <br />capacity for an existing private elementazy school located at 4444 Black <br />Avenue (Lynnewood United Methodist Church) and at 4466 Black Avenue <br />(Black Avenue Professional Office Building), subject to the conditions shown <br />in Exhibit "B," attached hereto and made part of this case by reference. <br />Section 2. This resolution shall become effective 15 days after its passage and adoption <br />unless appealed prior to that time. <br />
