<br />PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. PC-2003-20 <br />RESOLUTION APPROVING THE APPLICATION OF GARDEN WEST <br />SCHOOL FOR CONDITIONAL USE PERMIT APPROVAL, AS FILED <br />UNDER CASE PCUP-83 <br />WHEREAS, Carden West School has applied for conditional use permit approval to <br />allow an expansion and increase in capacity for an existing private <br />elementary school located at 4444 Black Avenue (Lynnewood United <br />Methodist Church) and at 4466 Black Avenue (Black Avenue Professional <br />Office Building); and <br />WHEREAS, zoning for the property at 4444 Black Avenue is "P" (Public and <br />Institutional) District and zoning for the property at 4466 Black Avenue is <br />"O" (Office)District; and <br />WHEREAS, at its duly noticed public hearing of June 11, 2003, the Planning <br />Commission considered all public testimony, relevant exhibits, and <br />recommendations of the City staff concerning this application; and <br />WHEREAS, projects of this nature aze categorically exempt from the requirements of <br />the California Environmental Quality Act (CEQA); and <br />WHEREAS, the Planning Commission made the following findings: <br />1. The proposed location of the conditional use is in accordance with <br />the objectives of the zoning ordinance and the purpose of the <br />district in which the site is located. <br />As proposed, the school will not alter in any way the exterior of the office <br />building so as to detract from its azchitectural features. In addition, the <br />school expansion use will not interfere with surrounding uses' ability to <br />operate. The anticipated number of employees and students will not <br />generate any unusual demands on existing parking for the building or the <br />surrounding properties. As conditioned, the proposed use will be <br />compatible with adjacent office uses located within the building. <br />2. The proposed location of the conditional use and the conditions <br />under which it would be operated or maintained will not be <br />detrimental to the public health, safety, or welfaze, or materially <br />injurious to the properties or improvements in the vicinity. <br />
