[Ms., Pensky McGraw excused herself and was not in attendance for the remainder of the <br /> meeting.] <br /> Will Doerlich made a motion as follows: <br /> # 2 Electronic Smoking Devices and Paraphernalia <br /> • Sales only at existing "tobacco stores" <br /> • Allow sales by existing tobacco retailers, but not visible to customers ("go dark") <br /> grandfather existing retailers; not allowed for other new general retailers <br /> Shareef Mandavi made an amendment to the original motion: <br /> o No sales of electronic smoking devices and paraphernalia at new tobacco stores <br /> The amendment to the motion was seconded by Steve Van Dorn and passed by a vote of 9-4-1 <br /> with Councilmember Julie Testa abstaining. <br /> The amended motion made by Will Doerlich was seconded by Kristin LaPorte and passed with <br /> a vote of 11-2-1 with Councilmember Julie Testa abstaining. <br /> Jamie Yee motioned to further provide a recommendation to the City Council that the fine <br /> structure for tobacco retailer violations be re-evaluated; Steve Van Dorn seconded the motion <br /> which passed by vote of 13-0-1 with Councilmember Julie Testa abstaining. <br /> Will Doerlich motioned to further provide a recommendation to the City Council that the <br /> administrative/citation process and fine structure for underage persons in possession of <br /> tobacco be re-evaluated; Steve Van Dorn seconded, and the motion passed by vote of 13-0-1 <br /> with Councilmember Julie Testa abstaining. <br /> Sylvia Tian motioned the process require a tobacco education course after receiving a citation <br /> for underage possession of tobacco. There was no second; the motion did not move forward. <br /> Update on Local Business Support Program <br /> Pamela Ott informed the EVC the recommended Local Preference Policy will be considered by <br /> the City Council at its meeting on January 21, 2020. <br /> Ms. Ott also shared that the P2P Portal sub-committee has taken steps to survey businesses <br /> regarding their potential interest in a business to business portal. The survey request is listed <br /> on the new and renewal business license forms, which directs to a survey link on the City's <br /> Economic Development webpage. <br /> MATTERS INITIATED BY ECONOMIC VITALITY COMMITTEE <br /> No matters were initiated. <br /> MEETING ADJOURNED <br /> The meeting was adjourned at 9:27 a.m. <br />
