I am assuming that Brian Dolan's comment is accurate, yes? Or is the city implying that the Pleasanton Weekly misquoted Brian Dolan? The quote is: "Dolan also notes that Pleasanton-based developer Ponderosa Homes has secured agreements with the major private property owners in the East Pleasanton area to take the lead in working with the city to advance the specific plan. The firm will fund the planning efforts, with the services retained and managed by the city, Dolan said." Thus the wording of"services retained and managed by the city" actually specifically states that the city will manage the retained services of Ponderosa, thus Ponderosa will be providing services to the city managed by the city in a consulting relationship. The fact that the quote says that the city will manage the services of Ponderosa also indicates that the city will manage Ponderosa thus Ponderosa will not be an independent entity, but be "managed" by the city in a client-consultant arrangement. Please provide the FPPC advice letter, the city's consulting or retainer agreement with Ponderosa, the Statement of Work, as well as the RFP that the city issued to obtain the contractor/vendor/consultant for the lead of the East Pleasanton Specific Plan, along with the Form 700s of the Ponderosa personnel.
