THE IT' OF <br /> East Pleasanton Specific Plan <br /> Public CommentspLEASANTON.: <br /> amendment to the inclusionary housing ordinance for off-site credits so that they could proceed <br /> with development of a gated community on the 21 acre school site. <br /> Furthermore, Ponderosa was also involved in a controversial plan that was not ever disclosed as <br /> part of the Busch Property EIR where they planned to remove mature trees planted in the 1960s <br /> and excavate the Martin Avenue buffer zone continuous to Lake Ito use the "fill dirt"for fill on the <br /> Busch Property in a deal to provide a maintenance road for Lake I for Zone 7. <br /> It is not known whether the City of Planning staff that has proposed Ponderosa lead a specific plan <br /> effort is aware of these issues. Nevertheless, it is highly inappropriate for a development <br /> corporation to lead a Specific Plan effort. This leads to serious conflict of interest issues because <br /> by Ponderosa acting in a manner to lead a Specific Plan effort, they are not subject to FPPC <br /> financial interest disclosure rules. Furthermore, to maximize profits,they would naturally propose a <br /> configuration that benefits for the company financially by proposing the maximum number of <br /> housing units with the least amount of open space. <br /> In closing, any Specific Plan committee should be led by citizens of the community,with a chair <br /> elected by members of the citizens committee. The citizens committee should be primarily <br /> composed of nearby residents that are in close proximity to the subject land area. <br /> Should the City of Pleasanton wish to appoint the developer ("Ponderosa") as acting as a <br /> government entity lead in the creation of a Specific Plan, we request that the City of Pleasanton <br /> formulate an advice letter outlining this proposal to the FPPC.
