• 81% who try tobacco first use a flavored product <br /> • 87.6% have used a flavored tobacco products (fruit and sweet most popular) <br /> • 30% have used e-cigarettes <br /> • 20% currently use e-cigarettes <br /> • 11% currently use e-cigarettes in school <br /> • 79% believe it is easy to obtain e-cigarettes, and of youth who used flavored e- <br /> cigarettes: <br /> o 74% obtained device from a physical retail location <br /> o 52% obtained the device from a social source <br /> o 6% obtained the device from the internet <br /> • 57% believe it is easy to obtain cigarettes <br /> At regular meetings in May, September, October and November 2019, the Youth <br /> Commission also learned that: <br /> • 68% of current and former smokers start by the age of 18 <br /> • Youth experimenting with tobacco products try different types and are extremely <br /> price-sensitive <br /> • When the Pleasanton Police Department undertook a decoy underage purchase <br /> operation in August 2019 from tobacco retailers and tobacco stores in <br /> Pleasanton, four of the 29 sites visited sold to persons under 21 [and 2 of those 4 <br /> were tobacco stores]5 <br /> • Since 2014, e-cigarettes are the most commonly used tobacco product among <br /> U.S. middle and high school students, with 5.4 million middle and high school <br /> students using e-cigarettes in 2019 <br /> Based on concerns about underage use of tobacco products and related health <br /> impacts, the Youth Commission recommended that the City Council adopt ordinances <br /> to restrict the sale of tobacco products. <br /> The minutes of the Youth Commission's November 13, 2019 meeting are included as <br /> Attachment 2. <br /> Referral to Economic Vitality Committee, Human Services Commission and Planning <br /> Commission. <br /> After the Youth Commission made its recommendations for restrictions on the sale of <br /> tobacco products, the issue was referred to the Economic Vitality Committee (EVC) at <br /> its meetings of November 21 and December 19, 2019 (minutes in Attachment 3), the <br /> Human Services Commission (HSC) at its meeting of December 4, 2019 (minutes in <br /> Attachment 4), and the Planning Commission (PC) at its meeting of January 15, 2020 <br /> (minutes in Attachment 5). <br /> 'Subsequently, in Feb. 2020 the Police Department undertook another decoy underage purchase <br /> operation. Of the 20 sites visited, none sold to persons under age 21. <br />
