annual assessment amount for each district and directing that the 2020/21 <br /> assessment be forwarded to the County Assessor's Office by August 10, 2020. <br /> The public outreach process is critical to approving the formation of the Windsor LMD <br /> 2020-1 and the Bonde Ranch LMD 2020-2. City Staff and SCI will prepare a detailed <br /> estimate of maintenance and replacement costs that includes an inflation rate to provide <br /> for a sustainable maintenance program. This estimate, along with a map that defines <br /> the LMD maintenance areas and a description of the improvements within those areas, <br /> will be presented to the property owners. The estimate will include a breakdown of the <br /> required assessment increase for basic maintenance costs (landscape maintenance, <br /> water and power costs, county fees, and city administration fees) and capital <br /> improvement costs (replacement costs for entry features, walls, irrigation system, <br /> landscaping, etc.). The basic maintenance costs, including an inflation factor, will be <br /> based on the maintenance costs of the lowest qualified bidder from when the <br /> maintenance contract was last put out to bid. <br /> City Staff and SCI will utilize the cost estimates, maps, SCI's experience taking other <br /> maintenance districts to a Proposition 218-compliant vote, and the City's experience <br /> addressing current maintenance challenges to highlight why an assessment increase is <br /> necessary for a sustainable maintenance and repair/replacement program. <br /> If the property owners approve the formation of the districts, Windsor Landscape <br /> Maintenance District 2020-1 will replace Landscape Maintenance District 1993-1 and <br /> Bonde Ranch Landscape Maintenance District 2020-2 will replace Landscape <br /> Maintenance District 1993-2. If the property owners oppose the formation of the new <br /> LMDs, the existing Windsor Landscape Maintenance District 1993-1 and Bonde Ranch <br /> Landscape Maintenance District 1993-2 will remain active. <br /> PUBLIC COMMENT <br /> The City of Pleasanton Engineering Department will be leading the LMD formation <br /> process. Notifications have been sent to each property owner regarding the proposed <br /> initiation of the LMD formation process (increasing the annual assessment amount.)
