BACKGROUND <br /> The 2014 Parks and Recreation Master Plan identified the need to resurface the <br /> basketball courts in 12 city parks. Subsequently, the Parks Division analyzed the <br /> various basketball courts and identified the courts at Meadowlark Park and Ken Mercer <br /> Sports Park as the highest priority courts for fiscal year 2019/20. These courts were <br /> prioritized based on input from the public, their deteriorating condition and the amount of <br /> play at these locations. <br /> The decision to provide a slip-sheet overlay on the two basketball courts was based on <br /> the analysis that the City completed in 2017 that identified the slip-sheet system as the <br /> best court resurfacing solution. The slip-sheet overlay system was found to provide the <br /> best balance between cost and longevity (courts are expected to last 20 years or more <br /> before requiring resurfacing). The system utilizes the existing asphalt as the base with a <br /> layered system that provides enough stability to bridge any cracks in the existing <br /> asphalt. This overlay system was successfully used on five courts in 2018. <br /> On September 3, 2019, Pleasanton's City Council awarded the contract to Vintage <br /> Contractors, Inc., in the amount of $155,570. Council authorized the Director of <br /> Engineering to approve change orders up to the project contingency amount of $15,500. <br /> The work consisted of resurfacing two basketball courts, one at Meadowlark Park and <br /> one at Ken Mercer Sports Park, using the slip sheet overlay system, installing new <br /> basketball standards at Ken Mercer Sports Park, installing new asphalt to replace <br /> uplifted pavement, and replacing damaged concrete bands around the courts. <br /> DISCUSSION <br /> Construction began on September 17, 2019, and was completed on October 18, 2019. <br /> There were four change orders in total for the project, three of which included repairs to <br /> existing city courts for the following: <br /> 1. Repair damage to the basketball courts at Tawny Park <br /> 2. Repair damages to the tennis courts at Tennis and Community Park <br /> 3. Repair the net anchor at the Pleasanton Middle School tennis courts <br /> The other change order was for $2,500 to pay for material costs to increase the 18-inch <br /> asphalt section removed around the basketball courts at Ken Mercer Sports Park to 3 <br /> feet, which was determined to be necessary due to pavement uplift. <br /> Page 2 of 3 <br />
