Revised Final SEIR and the Project and determined that the Revised Final SEIR <br /> was adequate and sufficient, and prepared in compliance with CEQA and the <br /> CEQA Guidelines. The Planning Commission recommended to the City Council <br /> that the City Council certify the Revised Final SEIR and approve the Project. <br /> • The Revised Final SEIR and the Project were presented to the City Council with <br /> the recommendation of the Planning Commission on February 4, 2020. Using its <br /> independent judgment,the City Council reviewed, considered, and held a public <br /> hearing on the Revised Final SEIR and the Project and determined that the <br /> Revised Final SEIR was adequate and sufficient, and prepared in compliance with <br /> CEQA and the CEQA Guidelines. <br /> By these Findings of Fact and Statement of Overriding Considerations ("Findings"),the <br /> City Council ratifies, adopts, and incorporates the analyses, explanations, findings, responses to <br /> comments, and conclusions of the Revised Final SEIR, except as otherwise specifically provided <br /> and described in these Findings. The Revised Final SEIR and these Findings represent the <br /> independent judgment and analysis of the City and the City Council. The City Council further <br /> finds that the Revised Final SEIR is adequate to support the approval and adoption of all Project <br /> components. <br /> Finally, the City Council finds that the references to specific analysis and documentation <br /> cited in these Findings is not exhaustive; the City Council considered the complete record of <br /> proceedings described below in making these Findings. <br /> b. Record of Proceedings <br /> For purposes of CEQA and these Findings,the record of proceedings for the City <br /> Council's decision to certify the Revised Final SEIR and approve the Project consist of matters <br /> of common knowledge to the City Council, including but not limited to federal, state, and local <br /> laws and regulations, and the following documents that are in the custody of the City and <br /> complied in accordance with Public Resources Code section 21167.6(e): <br /> • The General Plan EIR; <br /> • The 2012 SEIR; <br /> • All notices issued by the City, including but not limited to notices of preparation, <br /> availability, and completion,that were issued by the City in conjunction with the <br /> Project; <br /> • The Revised Final SEIR, which includes the following: <br /> o The Draft SEIR; <br /> o The Final SEIR as previously certified(including all written comments <br /> and responses to comments received during the Draft SEIR comment <br /> period, revisions to the Draft SEIR, and the Johnson Drive Economic <br /> Development Zone Supplemental Comparative Analysis dated August <br /> 2016); <br /> o The Partial Recirculated Draft SEIR; <br />
