described in Chapter 3 (Project Description) of the Draft SEIR,the Project includes a General <br /> Plan amendment and rezoning of parcels, adoption of specific design guidelines, and other <br /> associated entitlement approvals. Construction and operation activities that could take place <br /> within the Project area would result in specific impacts that were not previously analyzed under <br /> the General Plan EIR or Supplemental Housing Element and CAP EIR. <br /> Further,the City determined that a supplemental EIR would be appropriate for the Project <br /> because a supplemental EIR augments the EIR prepared for a prior project to address any project <br /> changes or changed circumstances since the time the prior document was certified. In the case of <br /> changes to a previously approved project, as is the case for this Project,the purpose of a <br /> supplemental EIR is to provide the additional analysis necessary to make the previous EIR <br /> adequately apply to the project as modified. Accordingly,the City determined that the <br /> supplemental EIR for this Project need contain only the analysis necessary to respond to the <br /> proposed change in the project that triggered the need for additional environmental review. <br /> Given that approval of the Project would amend the adopted General Plan and result in <br /> other land use changes, that the remainder of the General Plan remains in effect as previously <br /> adopted, and in consideration of the scope of the Project,the City determined that a supplement <br /> to the previously certified EIR was necessary to implement the Project but that much of the <br /> analysis in the previously certified EIRs would not need to be changed. Therefore,the Project <br /> did not require a major revision to the previously certified EIRs, and a supplemental EIR is the <br /> appropriate document to respond to the project changes. <br /> Pursuant to CEQA and the CEQA Guidelines, and based on the above analysis and the <br /> entire administrative record for the Project,the City once again finds that a supplemental EIR is <br /> the appropriate environmental document for the Project. The Revised Final SEIR was therefore <br /> prepared for the Project in accordance with sections 15162 and 15163 of the CEQA Guidelines. <br /> III. GENERAL FINDINGS AND RECORD OF PROCEEDINGS <br /> a. General Findings Regarding Preparation and Consideration of the Revised <br /> Final SEIR <br /> With respect to the City's preparation, review, and consideration of the Revised Final <br /> SEIR,the City Council finds that: <br /> • The City exercised its independent judgment in accordance with the Public <br /> Resources Code section 21082.1(c) in retaining the independent consultant <br /> Environmental Science Associates (ESA)to prepare the Revised Final SEIR. <br /> • The City circulated the Draft SEIR and the Partial Recirculated Draft SEIR for <br /> review by responsible and trustee agencies and the public and submitted them to <br /> the State Clearinghouse for review and comment by state agencies, as required by <br /> CEQA and the CEQA Guidelines. <br /> • The Revised Final SEIR and the Project were presented to the Planning <br /> Commission on December 11, 2019. Using its independent judgment,the <br /> Planning Commission reviewed, considered, and held a public hearing on the <br />
