Impact 4.D-1 <br /> Development facilitated by the proposed Project would affect levels of service at the <br /> local study intersections under Existing plus Project conditions (for vehicle queue spillback <br /> impeding through traffic on Stoneridge Drive and blocking access to driveways along Johnson <br /> Drive during PM peak hours). <br /> The Revised Final SEIR evaluates the impact of the proposed Zone related to the <br /> potential to add traffic to local study intersections to the point at which they would operate <br /> unacceptably under Existing plus Project conditions. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Significant and Unavoidable <br /> Finding: Changes have been incorporated into the Project that would substantially <br /> lessen this impact, however, the changes would not reduce this impact to a less <br /> than significant level. Mitigation Measures M-TR-1, 4.D-la, 4.D-lb, 4.D-1c, and <br /> 4.d-ld are incorporated into the Project. <br /> Facts in Support of Finding: The following facts and mitigation measures indicate <br /> that the impact will not be reduced to a less than significant level. <br /> 1. Implementation of the Project would result in vehicle queue spillback that <br /> would impede through traffic on Stoneridge Drive and block access to <br /> driveways along Johnson Drive during PM peak hours. <br /> 2. Implementation of Measures M-TR-1, 4.d-1 a, 4.d-1 b, 4.d-1 c, and 4.d-1 d <br /> set forth in Table 5-1 of the Final SEIR and listed in the RMMRP will <br /> reduce the severity of Impact 4.D-1; as discussed in the Final SEIR, even <br /> with implementation of these mitigation measures,this impact would not <br /> be reduced to a less than significant level because the improvement <br /> described in part 4 of Mitigation Measure 4.D-ld is within Caltrans right- <br /> of-way and requires substantial Caltrans design review and oversight, <br /> and is not under the control of the City. Therefore, because the timing of <br /> Mitigation Measure 4.d-ld is not certain at this time, the measure is not <br /> legally feasible, though the measure is physically feasible. Mitigation <br /> Measures M-TR-1, 4.D-la, 4.D-1 b, 4.D-1c, and 4.D-l d are all required to <br /> mitigate associated impacts (i.e., all of these measures must be <br /> implemented to reduce the impact to Stoneridge Drive [queue spillback] to <br /> less than significant). These mitigation measures are hereby incorporated <br /> by reference and described below. Mitigation Measure M-TR-1 was <br /> formerly numbered 4.B-3 and mitigated air quality impacts that have now <br /> been found to be less than significant without mitigation.
