Impact 4.D-9 <br /> Development of the Project would increase traffic safety hazards for vehicles,bicyclists, <br /> and pedestrians on public roadways due to roadway design features, incompatible uses, or <br /> project-related vehicles trips. <br /> The Revised Final SEIR evaluates the impact of the Project related to traffic safety <br /> hazards. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes have been incorporated into the Project that would avoid the <br /> significant environmental effect as identified in the Revised Final SEIR. <br /> Implementation of Mitigation Measures 4.D-3 and 4.D-4 would reduce this <br /> impact to a less than significant level and are incorporated into the Project. <br /> Facts in Support of Finding: The following facts and mitigation measures indicate <br /> that the impact would be reduced to less than significant. <br /> 1. Implementation of the Project could affect vehicular, bicycle, and <br /> pedestrian traffic along Johnson Drive, especially in relation to <br /> movements into and out of new uses developed along Johnson Drive. <br /> 2. Mitigation Measure 4.D-3 and 4.D-4 set forth in Table 5-1 of the Final <br /> SEIR and listed in the RMMRP will ensure that Impact 4.D-9 would be <br /> reduced to a less than significant level, and are hereby incorporated by <br /> reference and described below. <br /> Mitigation Measure 4.D-3: Johnson Drive Improvements. The City will review <br /> design plans for club retail and other traffic-intensive uses that would be <br /> developed as part of Phase I and buildout of the EDZ to determine needed <br /> improvements to accommodate additional traffic on Johnson Drive. If at the <br /> conclusion of this review the City determines that additional improvements to <br /> Johnson Drive are required, one or more of the following improvements shall be <br /> implemented: <br /> 1. If a club retail use is proposed for Parcel 6, signalize one or more <br /> entrances at Parcel 6, and widen Johnson Drive at this location,to <br /> accommodate a southbound left-turn pocket and a northbound right-turn <br /> pocket. <br /> 2. Widen Johnson Drive to provide up to two vehicle travel lanes in each <br /> direction from Stoneridge Drive to the main entries of sites with traffic- <br /> intensive uses(such as club retail). <br />
