be shown on the building permit plan set to the satisfaction of the Planning director be- fore the issuance of a permit for grading, foundation, or the building shell. 73. The fuel dispensing area shall be dry-swept routinely, and dispensing equipment shall be inspected routinely for proper functioning and leak prevention. The facility shall have a spill clean-up plan approved by the Fire Deparhnent, which shall be posted within the fire station's living quarters and equipment bay. 74. Prior to the commencement of any clearing, grading, or excavation, the project developer shall submit a copy of the State Water Resources Control Board Notice of Intent (NOI) for coverage under the State Construction Storm Water General Permit. 75. The project developer shall include erosion controUstorm water quality measures on the final grading plan which shall specifically address measures to prevent soil, dirt, and de- bris from entering the storm drain system. Such measures may include, but are not lim- ited to, hydroseeding, hay bales, sandbags, and siltation fences and are subject to the re- view and approval of the City Engineer/Chief of Building and Safety. If no grading plan is required, necessary erosion control/storm water quality measures shall be shown on the site plan submitted for an on-site permit, subject to the review and approval of the Chief of Building and Safety. The project developer is responsible for ensuring that the con- tractor is aware of and implements such measures. 76. The site shall be revegetated and stabilized after completion of grading, but in no case later than October 15. Hydroseeding shall be accomplished before September 15 and ir- rigated with a temporary irrigation system to ensure that the grasses are established be- fore October 15. No grading shall occur between October 15 and April 15 unless ap- proved erosion control/storm water quality measures are in place, subject to the approval of the City Engineer/Director of Building Inspection. Such measures shall be maintained until such time as permanent landscaping is place. 77. All metal roofs used on the structures covered by this approval shall be finished with rust-inhibitive paint. This detail shall be shown on the building permit plan set to the sat- isfaction of the Planning Director before issuance of a building permit. 78. The project developer shall submit a construction Best Management Practices (BMP's) program for review and approval by the Planning Director prior to issuance of building and/or grading permits. These BMP's shall be implemented by the general contractor and all subcontractors and suppliers of materials and equipment. Construction site cleanup and control of construction debris shall also be addressed.
